Deputy Chief of Party II - Programming

Role Description

CRS is seeking Deputy Chief of Party II - Programming candidates for an anticipated multi-county child development, care, and protection project. The overall objective of the project is to strengthen national systems that protect vulnerable children, support families, and improve early childhood development through locally led and sustainable approaches. The project will improve outcomes for vulnerable children by:

• Strengthening child protection systems
• Supporting families and caregivers
• Advancing integrated early childhood health and development
• Reducing reliance on residential care

The Deputy Chief of Party II - Programming will provide overall management of and have responsibility for the programmatic and technical implementation of a large, complex, multi-country child development, care and protection project to serve vulnerable children, families, and communities. The Deputy Chief of Party will act on behalf of the Chief of Party, as needed, including global representation to the donor. The position will support effective coordination among technical, operations, MEAL, and partner teams to ensure successful implementation, sustainability, and compliance with donor requirements.

Qualifications

• Proven experience in managing complex, multi-country projects
• Strong technical knowledge in child protection, family strengthening, and early childhood development
• Experience in managing teams and fostering a positive work environment
• Ability to engage with diverse stakeholders, including donors and government entities

Requirements

• Manage key aspects of the development, implementation, and consolidation of assigned projects
• Serve as a secondary point of contact to the donor and stakeholders
• Ensure adherence to CRS program quality standards
• Provide leadership and oversight for technical implementation across participating countries
• Provide technical guidance and quality assurance to consortium partners and country teams
• Effectively manage and supervise talent, including coaching and mentoring
• Contribute to the development of staffing plans and recruitment processes
• Manage and mitigate risks impacting staff and programming
• Support safeguarding and accountability efforts
• Promote efficient use of agency and donor resources
• Maintain relationships with key staff of consortium partner organizations
• Promote cross-country learning and knowledge management
• Create and maintain proper conditions for learning
• Identify performance gaps and training opportunities
• Provide technical oversight and quality assurance of sub-awardee and vendor activities
