Job Title: Veterans Program Manager

JOB SUMMARY:

Under the direction of the Health Department, the Veterans Program Manager will ensure comprehensive and quality services are provided to Tribal Veterans with cultural sensitivity, humility and compassion. 

Work involves assisting military veterans and their dependents or survivors, including advisement in pursuit of benefits from the Veterans Administration and other agencies. This position will study and explain State and Federal veteran legislation, regulations and procedures; consult with medical providers about specific benefits to which veterans or their dependents may be entitled; and consult with other government agencies to ensure that veterans are receiving the maximum level of assistance and benefits to which they are entitled. The position will also plan, coordinate and supervise a variety of initiatives such as peer support groups, community outreach, event coordination, and advocacy and education. The position also provides professional support through peer-to-peer engagement as a Certified Peer Support Specialist, with lived experience central to assisting other military veterans and their dependents or survivors. 

The Manager shall provide overall leadership to the Veterans Program for the Nooksack Tribe and will be the liaison to outside partners. The Manager will be responsible for collecting appropriate data to develop and grow programs and services for the Nooksack Veterans Program. 

MAJOR TASKS AND RESPONSIBILITIES:

 

1. Develops and implements the Veterans Program strategic plan in alignment with Health Department goals and subsequent action plans 

1. Attends and participates in regular meetings with Health Department leadership and Tribal Council as requested.
2. Designs, maintains and produces a variety of queries, reports, surveys, and documents.
3. Establishes and maintains an effective working relationship with the Tribal Council, Veterans of other Tribes, governmental agencies and jurisdictions, businesses and the general community and public.
4. Directs the activities of the Veterans program and ensures compliance with Tribal, Federal, and State regulations and requirements.
5. Develops administrative and program policies and contractual agreements within assigned areas.
6. Prepares professionally written reports on departmental activities and statistical data as requested.
7. Maintains strict department security, confidentiality and quality to meet professional standards of the department, including compliance with all HIPAA regulations within the Health Department.
8. Supervises Veterans Program staff.
9. Coordinates the compilation and information relative to program activities, confers with outside veteran’s program and agencies; serves as a resource person for the Tribal Veterans Office operations, interprets statistical data, historical activities, reports and other veterans ’material in the functional area.
10. Participates in or initiates civic functions, such as panel discussions and mass communication programs, to inform the community of services rendered and rights and benefits of veterans and dependents.
11. Develops and assists with arrangements for special activities for the program.
12. Provides Tribal representation at funerals if the deceased is a veteran.
13. Attends various veterans’ organizational meetings, conferences, representing the Nooksack Indian Tribes Veterans Program
14. Provides veteran peer support services within the Washington state Health Care Authority’s Certified Peer Support Specialist licensing framework. 

 

OTHER DUTIES:

Because of the Tribe's commitment to community service and the well-being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities.

 

PREFERENCE:

• Indian Preference Policy applies to this and all positions with the Nooksack Indian Tribe.

MINIMUM QUALIFICATIONS

 

The following qualifications are required for the incumbent to have, in order to be considered for the position.

REQUIRED EDUCATION, EXPERIENCE AND TRAINING FOR POSITION: 

 

• Must be an honorably discharged veteran or retired from the United States armed forces.
• Bachelor’s degree from an accredited college or university in Human Services, Social Services or in a related field or an Associate of Arts and Science degree with 5 years of directly related experience or  at least 10 years of directly related experience in the area of responsibility 
• Experience in dealing with various types of social human behavior
• Minimum of 3 years working in a Tribal environment.

 

REQUIRED SKILLS/KNOWLEDGE/ABILITIES POSITION:

 

• The ability to make sound judgments; take initiative; be flexible; and detail-oriented .
• Ability to communicate difficult and confusing instructions to clients in a matter they will understand .
• Extensive knowledge of federal and state policies, procedures, and regulation pertaining to the various veterans service programs.
• Thorough knowledge of resources available for assistance to veterans, surviving spouses of veterans, 

dependent parents of veterans, and children of veterans.

• Ability to exercise judgment and discretion in applying and interpreting federal and state policies relating to veterans and departmental guidelines.
• Must possess good communication skills (writing, spelling, listening, and speaking).
• Must have follow-through and able to complete tasks or ensure tasks assigned are completed on time and within budget.
• Proficiency in computer applications (word, excel, database)
• Excellent interpersonal skills in the areas of creative problem-solving, conflict resolution, group planning and decision-making processes.
• Ability to prepare and deliver clear, concise, timely, and persuasive reports, both orally and in writing.
• Ability to simultaneously manage multiple priorities.
• Ability to establish and maintain effective working relationships.
• Knowledge of local, federal, state and Tribal Veteran resources.
• Advanced knowledge of Tribal sovereignty issues and agreements that exist between federally recognized Indian Tribes and applicable Federal and State agencies.
• Advanced knowledge of government funded grant and contract reporting and management.

  REQUIRED CONDITIONS OF EMPLOYMENT:

• Must pass alcohol/drug test at time of hire and throughout employment.
• Must pass criminal background check at time of hire and periodically thereafter.

REQUIRED LICENSES OR CERTIFICATIONS: 

• Must have and maintain throughout employment a valid Washington State Driver’s License and meet the insurability requirements of the Tribe. (Must Provide Driving Abstract at time of hire). 
• Must be a Certified Peer Support Specialist (CPSS) with the Washington State Health Care Authority OR be willing to begin CPSS training toward certification after 90 days of hire with timely certification following HCA guidelines as a condition of continued employment.

PHYSICAL REQUIREMENTS ( The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.):

• The standard work week is 8:30-5:00 Monday through Friday (occasionally may have to work evenings)
• While performing the duties of this job, the employee is regularly required to sit for long periods and frequently required to talk and listen. 
• Sitting for extended periods while at a desk or in meetings.
• Manual dexterity to operate a keyboard, calculator, and telephone system
• Ability to lift up to 20+ pounds without assistance occasionally.
• Typical office setting with environmentally controlled conditions.
• Read, write, speak and understand English
• Ability to listen, understands customers, and has the ability to translate rules, regulations, and policies to clients so they understand the issues/problems.
• Operate in mentally and physically stressful situations with composure.
• May have to walk/drive between office locations under a variety of conditions.
• Must be able to bend, reach, kneel, twist, and grip from assigned work areas.
