Position Overview Supervising Environmental Analyst – State of Connecticut, Department of Public Health (DPH), Drinking Water Section (DWS). The incumbent oversees the Enforcement Unit, ensuring compliance with federal and state drinking water statutes and regulations for approximately 2,400 public water systems that serve 2.9 million residents. Responsibilities Supervise staff in the Drinking Water Section Enforcement Unit. Schedule, assign, and review the work of staff. Provide staff training and assistance. Conduct performance evaluations of staff. Determine priorities and standard operating procedures for staff. Develop or make recommendations on the development of policies and standards. Oversee effective communication with other units in the DWS. Oversee effective technical assistance to public water systems to ensure compliance. Collaborate with DWS supervisors on the implementation of safe drinking water requirements. Prioritize and assign formal enforcement action activities to staff, including Administrative Orders, Consent Orders, Consent Agreements, and Notices of Violation with Civil Penalty. Oversee and conduct final review of formal enforcement action documents prepared by Enforcement Unit staff. Oversee water system compliance with all formal enforcement actions. Oversee the review and response to enforcement-related questions from the Environmental Protection Agency (EPA) and provide updates to EPA status reports as requested. Oversee the issuance and follow‑up of informal violation letters issued by the Enforcement Unit staff. Oversee any formal requests to the Office of Attorney General for enforcement actions through the Superior Court. Minimum Qualifications Eight (8) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs. At least one (1) year of that experience in an advanced or lead capacity (equivalent to Environmental Analyst‑3 level for state employees). College training in a scientific or technical discipline related to the environmental field, with up to four (4) years substituted for General Experience based on fifteen (15) semester hours per half year of experience. Master’s degree in a related discipline may substitute up to five (5) years of General Experience. Preferred Qualifications Experience leading and training staff, developing work plans, evaluating performance, and aligning staffing resources with work priorities. Experience implementing state and/or federal regulations related to safe drinking water and determining appropriate enforcement responses. Experience reviewing and improving internal workflows and planning activities for enforcement of new laws and regulations. Experience using software applications to analyze data and support decision making (e.g., Safe Drinking Water Information System). Strong written and verbal communication skills for engaging staff, management, and regulated communities. Special Requirements May be required to travel. May be required to possess and retain a valid Motor Vehicle Operator’s license. Working Conditions Incumbents may be exposed to injury or physical harm from on‑site environments and may experience moderate discomfort from year‑round weather conditions.
