Position Summary The Clinical Supervisor provides clinical and programmatic leadership for assigned behavioral health programs in San Bernardino County and other LSSSC programs, ensuring delivery of high‑quality, trauma‑informed, and person‑centered services in alignment with Department of Behavioral Health (DBH), CalAIM, and agency standards. This role is responsible for clinical supervision, staff development, documentation integrity, and service quality, while partnering closely with Program Leadership (Senior Director/Regional Leadership) and the Compliance team to ensure contract adherence and audit readiness. The Clinical Supervisor serves as a key liaison to DBH and community partners, supporting system coordination, contract performance, and expansion of services in rural communities. Essential Duties and Responsibilities Clinical Leadership & Program Oversight Provide clinical leadership across assigned programs, ensuring services are trauma‑informed, culturally responsive, and aligned with DBH standards and CalAIM Behavioral Health expectations. Oversee clinical decision‑making, treatment planning, and case consultation to ensure appropriate level of care and medical necessity. Lead and support crisis intervention and risk management protocols. Promote integration of behavioral health within whole‑person care models. Stay abreast of the CalAIM Behavioral Health initiative implementation, documentation, and coding for billing compliance. Foster positive relationships with supervisees, staff, and volunteers. Adhere to work scope for each program. Collaborate with Program Leadership (Senior Director/Regional Leadership), Compliance, and Training teams to fulfill all grant requirements. Monitor charts for service provision in Quality Assurance tasks. Assure compliance with Confidentiality and HIPAA Privacy Rules. Assist with planning, conducting, and documenting staff meetings. Participate in interviews for selected candidates. Documentation, Compliance & Quality Assurance Ensure all clinical documentation meets DBH, CalAIM, and payer requirements. Conduct regular chart audits and support corrective action plans. Partner with Compliance team on audits, monitoring, and continuous improvement. Monitor service delivery, billing alignment, and productivity. DBH Contract Alignment & External Partnership Serve as a clinical liaison with San Bernardino County Department of Behavioral Health (DBH). Ensure adherence to DBH contract requirements, including documentation and reporting. Participate in DBH meetings, site visits, and audits. Strengthen partnerships with community providers and referral sources. Workforce Development Provide coaching and development to strengthen clinical competencies. Support recruitment, onboarding, and retention of clinical staff, particularly in rural areas. Partner with Program Leadership (Bernadette/Alfreda structure) on staffing models and coverage. Clinical Supervision Responsibilities Ensure staff compliance with Standards and Practices as delineated by federal, state, and county regulations and Department of Behavioral Health Outpatient Charting Standards. Collaborate with Program Leadership to ensure staff receives adequate clinical training (including charting) on site and from other resources. Schedule and facilitate training for all staff members (nonviolent crisis intervention, play therapy, mindfulness, stress management). Co‑sign all required charting in the Electronic Health Record (EHR). Maintain certificates for assessment tools Child and Adolescent Needs and Strengths (CANS) and Adult Needs and Strengths Assessment (ANSA). Review and co‑sign CANS and ANSA forms in the EHR and Objective Arts (OA) System. Plan and conduct weekly supervision for interns and associates (CSW, MFT, or PCC) in accordance with contracted college and Board and Behavioral Sciences (BBS) requirements. Document weekly Clinical Supervision meetings, treatment team meetings, and other program or practicum supervision meetings. Review and sign mandated practicum and BBS documents. Ensure that all clinical staff maintain the highest ethical standards. Assist Program Leadership in ensuring that staff maintain records and statistics according to agency and program requirements. Assist with annual reviews for staff working under this position. Lead and support staff in consistently fulfilling performance goals. Work collaboratively with Program Leadership to ensure the clinic operates effectively daily. Oversee crisis intervention and response. Participate in all required meetings, training, etc. as assigned. Meet all criteria listed under the Education/Experience section below. Provide other services designated by and only with prior approval of the CPO/COO. Performance Expectations Maintain full compliance with DBH, CalAIM, and documentation standards. Ensure supervisees meet productivity and service expectations. Demonstrate strong audit outcomes with minimal findings. Maintain consistent, high‑quality clinical supervision. Ensure timely response to crises and critical incidents. Strategic Alignment Work in close partnership with Senior Director/Regional Leadership to align clinical services with program operations and contract performance. Support expansion of behavioral health services in underserved and rural communities. Contribute to agency‑wide goals related to integrated care and system coordination. Qualifications Education & Experience Master’s degree in MSW, MFT, Counseling, Psychology or related field. Eligibility to supervise interns and associates per BBS requirements. Previous supervision experience desired. Minimum 2–3 years of clinical supervision or leadership experience preferred. Experience working within DBH‑contracted programs strongly preferred. Knowledge of CalAIM Behavioral Health and documentation standards highly desirable. Certificates and Licenses Current clear licensure as an LMFT, LPCC, or LCSW in the state of California. Supervisory Responsibilities Directly supervises employees. Skills & Competencies Strong expertise in trauma‑informed care, harm reduction, and recovery‑oriented practices. Deep understanding of Housing First principles and supportive housing models. Advanced crisis intervention, de‑escalation, and risk management skills. Knowledge of regulatory compliance, documentation standards, and audit processes. Strong leadership, communication, and team development skills. Proficiency with EHR systems, data tracking, and telehealth platforms. Travel Requirements This position requires travel to other locations as needed. Language Ability Must read, speak, and write fluent English. Communication Must be able to communicate clearly and effectively with clients and staff. Math Ability Ability to add, subtract, multiply, and divide all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Reasoning Ability Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. Computer Skills Knowledge of Word Processing software and Spreadsheet software.
