Lead the Next Phase of a Growing Full-Service City
Our client is seeking an accomplished City Manager to serve as the Chief Administrative Officer for a growing, full-service municipality in southeastern New Mexico.
This is a highly visible executive leadership opportunity overseeing an organization with an annual budget of approximately $200 million. The city is actively expanding its budgeted headcount, including additions within emergency medical services and utilities, creating an opportunity for the next City Manager to help shape the organization's continued growth.
The ideal candidate has already led a complex municipal organization, worked directly with elected officials, managed a substantial budget and workforce, and overseen multiple city departments and essential public services.

Compensation
• $200,000-$230,000 annually, based on experience
• Candidates from outside the region are encouraged to apply and must be willing to relocate to Roswell

Position Scope
• Serve as the city's Chief Administrative Officer and oversee the daily operations of all departments, programs, services, facilities, and personnel
• Lead a full-service municipal organization with an annual budget of approximately $200 million
• Translate City Council priorities into clear administrative plans, departmental objectives, and measurable results
• Provide leadership and accountability to department heads and municipal staff
• Prepare, present, and administer the annual municipal budget
• Address short- and long-term financial, staffing, infrastructure, and operational needs
• Guide organizational growth, including the addition of newly budgeted positions within critical city services
• Oversee municipal functions that include public safety, utilities, public works, finance, community development, and other essential services
• Develop and implement administrative policies, procedures, strategic initiatives, and performance expectations
• Recruit, develop, supervise, and evaluate senior leadership and municipal personnel
• Ensure compliance with City Council policies, municipal ordinances, and applicable federal and state laws
• Advise the City Council on matters affecting the city's financial health, development, safety, infrastructure, and quality of life
• Build productive relationships with elected officials, employees, residents, businesses, community organizations, and regional partners
• Represent the city professionally and maintain public trust through transparent, ethical, and accountable leadership

Qualifications
• Significant progressively responsible municipal leadership experience
• Prior experience as a City Manager, City Administrator, County Manager, Chief Administrative Officer, or equivalent governmental executive strongly preferred
• Candidates serving as an Assistant or Deputy City Manager must demonstrate responsibility for a comparably sized budget, workforce, and citywide operational portfolio
• Proven experience overseeing a full-service municipality or a complex governmental organization
• Experience managing a substantial annual budget, multiple department heads, and a diverse municipal workforce
• Strong background in municipal finance, budgeting, capital planning, infrastructure, utilities, public safety, personnel management, and community development
• Demonstrated success working directly with a City Council or other elected governing body
• Experience leading organizational growth, departmental expansion, strategic planning, and long-term financial initiatives
• Knowledge of collective bargaining, employment matters, and federal and state laws affecting municipal government
• Strong judgment, integrity, communication skills, political awareness, and relationship-building ability
• Master's degree in public administration or a related field preferred; an equivalent combination of education and directly relevant executive experience may be considered
• ICMA certification or credentialing preferred
Additional Requirements
• Must obtain and maintain a valid New Mexico Class D driver's license within 30 days of hire
• Must maintain a satisfactory driving record and remain insurable under the organization's insurance policy
• Must successfully complete a comprehensive background investigation, including employment, criminal, and driving records
• Must pass a post-offer, pre-employment drug screening
