Position Overview

Chicago Votes is seeking a People & Culture Manager, part-time to support a fast-paced, mission-driven nonprofit organization working within civic engagement, leadership development, and community organizing.

This role supports organizational culture, employee relations, workplace professionalism, onboarding/offboarding systems, HR operations, professional development, and employment compliance. The ideal candidate understands how to balance accountability, emotional intelligence, flexibility, and professionalism within a small nonprofit environment.

This role works directly with Executive Leadership, managers, staff, and the Board Personnel Committee to strengthen internal systems, support healthy workplace communication, improve organizational operations, and ensure compliance with Illinois and federal employment law.

This is not a traditional corporate HR environment. The ideal candidate understands nonprofit and organizing spaces, is solutions-oriented, highly organized, emotionally intelligent, and comfortable navigating complex workplace dynamics professionally and directly.

Responsibilities

Human Resources & Compliance

• Support employee onboarding and offboarding processes
• Maintain HR systems, documentation, and personnel records
• Support payroll coordination, employee benefits enrollment, and attendance systems
• Ensure compliance with Illinois and federal employment laws
• Assist leadership with employee relations and workplace documentation
• Support development and implementation of organizational policies and procedures
• Assist with performance improvement and accountability processes
• Ensure HR documentation and release forms are properly implemented
• Support nonprofit and 501(c)(3) workplace compliance practices

Employee Relations & Organizational Health

• Serve as a confidential HR resource for the team
• Support conflict resolution and workplace communication
• Assist leadership with navigating employee relations matters
• Help strengthen workplace professionalism and accountability
• Support healthy communication practices and positive team culture
• Facilitate trainings related to workplace communication, professionalism, conflict resolution, and organizational expectations
• Help support team-building and organizational health initiatives

Organizational Operations & Accountability

• Support internal systems, workflows, and operational accountability
• Help improve organizational consistency and administrative follow-through
• Assist managers with accountability systems and operational coordination
• Support internal documentation and process management
• Help strengthen communication and collaboration across teams
• Track, maintain, and follow up on staff accomplishment and time-off trackers to ensure records remain accurate and up to date.
• Support the maintenance of a clean, organized, and welcoming office environment.

Professional Development & Training

• Facilitate trainings related to:
  • workplace professionalism,
  • employment law,
  • conflict resolution,
  • communication practices,
  • management development,
  • and organizational accountability
• Support leadership development and supervisory practices
• Help review systems and identify opportunities for more equitable and sustainable organizational practices

Qualifications

Required Experience

• Experience in Human Resources, employee relations, organizational operations, or nonprofit management
• Experience working within nonprofit, advocacy, organizing, civic engagement, or community-based organizations
• Strong understanding of Illinois employment law and workplace compliance
• Experience navigating complex team dynamics and workplace conflict
• Experience supporting organizational systems and accountability structures

Position Structure

• Part-Time W-2 Position
• Flexible schedule based on organizational needs
• Expected participation in staff and leadership meetings as neede
• $45–$50 per hour, based on relevant experience and qualifications. This is a part-time position scheduled for approximately 20 hours per week. Benefits include paid leave accrued in accordance with Chicago law, paid organizational holidays that fall on regularly scheduled workdays. This position is not eligible for employer-sponsored health insurance.
