Position summary
Serve as the senior technical authority for Section 508 testing, quality review, document remediation, accessibility technical assistance, and integration of accessibility requirements throughout ICT acquisitions and the system development lifecycle. Provide backup support to the DHS Headquarters Section 508 Program.
Key responsibilities
- Perform Section 508 testing of ICT using the DHS Trusted Tester Section 508 Conformance Test Process for Web, Version 5.0 or later.
- Conduct thorough quality checks of Section 508 test results completed by DHS Headquarters Trusted Testers for accuracy, completeness, and compliance with DHS guidance.
- Test and remediate electronic documents and forms, including Microsoft Office and Adobe PDF, using the Federal Accessibility Tests for Documents.
- Develop accessibility test plans and advise stakeholders on interpreting results, correcting defects, and remediating ICT.
- Evaluate ACRs/VPATs and provide technical assistance throughout ICT market research, acquisition, design, development, testing, deployment, and maintenance.
- Advise project teams and senior management on accessibility alternatives, risks, user impacts, design standards, pattern and code libraries, developer guidance, and testing tools.
- Support DHS IT governance reviews, including enterprise architecture and network-service change processes, and serve as backup to the Government Section 508 Program as needed.
- Maintain current DHS Trusted Tester and IAAP CPACC certifications throughout performance.
Mandatory qualifications
- Broad knowledge of the Revised Section 508 Standards.
- Current DHS Trusted Tester certification, Version 5.0 or later.
- At least two years of experience testing web electronic content and applications for conformance to Section 508 Standards.
- At least two years of experience testing and remediating electronic documents for Section 508 standards.
- At least three years of experience supporting ICT project and acquisition efforts with addressing Section 508 requirements at defined stages throughout the project lifecycle.
- Current International Association of Accessibility Professionals Certified Professional in Accessibility Core Competencies (IAAP CPACC) certification.

Ability to meet DHS suitability and Entry on Duty requirements.
Preferred qualifications
- Experience leading quality assurance for high-volume federal accessibility testing programs.
- Deep familiarity with Section 508, WCAG, ACR/VPAT evaluation, accessible design systems, developer remediation guidance, and federal ICT procurement.
- Experience advising executives, program managers, architects, developers, acquisition professionals, and Section 508 program managers.
- Experience with DHS governance processes or comparable federal IT acquisition, architecture, change-control, and program-maturity reviews.
- Additional IAAP credentials such as Web Accessibility Specialist or Certified Professional in Web Accessibility.
