In this senior-level role, you will serve as the primary leader for a multi-facility justice program. You will drive project success by steering the full lifecycle of complex developments, from initial master planning and design through to final construction and closeout. You will act as the vital bridge between executive stakeholders and technical teams, transforming complex regulatory requirements into high-functioning, secure infrastructure.

responsibilities:

• Program Leadership & Lifecycle Management: Direct the full project lifecycle (planning, design, construction, and closeout) for a multi-facility justice program encompassing Jail, Courthouse, Support Facilities, and Master Planning scopes.
• Project Controls & Administration: Develop and manage all program scopes, budgets, schedules, staffing plans, procurement, contract administration, and change orders.
• Design Compliance & Security Coordination: Partner with architects, engineers, and consultants to review design documents, ensuring strict adherence to detention standards (e.g., ACA, NIC, TX DOC), security classifications, sightline requirements, and life-safety codes.
• Risk Mitigation & Operational Continuity: Lead constructability reviews and coordinate phased construction plans within occupied, secure environments to mitigate risks and prevent disruptions to daily justice operations.
• Stakeholder Communication & Reporting: Serve as the primary client liaison to align project delivery with correctional operations, while preparing and presenting comprehensive status, budget, and schedule reports to senior leadership.
• Team Leadership & Mentorship: Provide ongoing technical guidance, mentorship, and support to project engineers, coordinators, and the broader project team to ensure cohesive execution.

qualifications:
- Bachelor's degree in Architecture, Engineering, Construction Management, or a related field.

- Minimum of 10 years of project management experience, including substantial experience on jail, detention, courthouse, or other justice-facility design and construction projects.

- Experience serving in a Program Manager capacity across multi-facility justice programs (e.g., jail, courthouse, support facilities, and master planning scopes) preferred.

- Working knowledge of American Correctional Association (ACA) standards, National Institute of Corrections (NIC) guidelines, and applicable state and local detention facility codes.

- Demonstrated experience managing security classification reviews, detention hardware/electronic security systems coordination, and phased construction in occupied secure facilities.

- PMP certification preferred.

- Proficiency with project management and scheduling software (e.g., Procore, MS Project, Primavera P6).

- Strong leadership, client management, and written/verbal communication skills.

- Ability to pass required security clearances and background checks for access to correctional and justice facilities.
