The position serves as the designated representative of the Director of Nursing when assigned and is responsible for ensuring safe, evidence-based, trauma-informed, and patient-centered nursing care in accordance with New Jersey Department of Health regulations, applicable federal requirements, ASAM Criteria, accreditation standards, and organizational policies.The Nurse Manager promotes excellence in nursing practice through staff development, quality improvement, regulatory compliance, interdisciplinary collaboration, and continuous monitoring of patient outcomes.When formally designated by the organization and only during the absence or unavailability of the Director of Nursing, the Nurse Manager serves as the Director of Nursing Designee. In this capacity, the DON designee assumes delegated operational and administrative responsibilities necessary to maintain continuity of nursing services. The Nurse Manager does not permanently assume the Director of Nursing position and exercises only those responsibilities specifically delegated by the Director of Nursing or organizational leadership.TIME COMMITMENTFull time, in-person onsite position, consisting of 40 hours per week depending on organizational needs. ESSENTIAL FUNCTIONS AS DIRECTOR OF NURSING DESIGNEEThe Nurse Manager serves as the Director of Nursing Designee only when formally designated by the organization and during the temporary absence, leave, or unavailability of the Director of Nursing. While serving in this capacity, the Nurse Manager is authorized to perform delegated operational and administrative functions necessary to ensure continuity of nursing services, including:Providing operational oversight of nursing services. Supervising nursing staff and making day-to-day staffing decisions. Responding to regulatory, licensing, and survey-related issues requiring nursing leadership. Coordinating with the Medical Director, Executive Director, and other department leaders regarding patient care operations. Reviewing and approving nursing documentation, reports, and operational matters within delegated authority. Addressing urgent personnel, patient care, and safety issues requiring nursing leadership. Ensuring continued compliance with New Jersey regulations, organizational policies, and accreditation standards. Communicating significant issues and actions taken to the Director of Nursing upon their return. Reporting back to the DON all items The Nurse Manager/Director of Nursing Designee does not independently establish departmental policy, make permanent organizational decisions reserved for the Director of Nursing, or assume responsibilities beyond those specifically delegated by the Director of Nursing or executive leadership. Authority as Director of Nursing Designee is temporary and limited to the period of official assignment.The Nurse Manager/Director of Nursing Designee is expected to maintain detailed documentation of significant decisions, incidents, staffing changes, regulatory communications, quality concerns, and operational actions taken while serving in the delegated role. Upon the Director of Nursing's return, the designee will conduct a formal handoff to ensure continuity of leadership, patient care, regulatory compliance, and departmental operations. This includes but is not limited to:A formal transition of leadership. Documentation of actions taken. Accountability for decisions made during the delegated period. Immediate return of authority to the Director of Nursing. Continuity of patient care and regulatory compliance.ESSENTIAL FUNCTIONS OF NURSE MANAGER Clinical LeadershipSupervise daily nursing operations for detoxification and residential treatment programs. Ensure delivery of nursing care consistent with evidence-based practices and ASAM Criteria. Monitor patient acuity and staffing needs to ensure safe nursing coverage. Participate in admission, transfer, discharge, and care coordination activities. Promote trauma-informed, culturally responsive, and recovery-oriented nursing care. Assist with implementation of Medication-Assisted Treatment (MAT) protocols under the direction of licensed medical providers. Monitor patient response to treatment and communicate significant clinical changes to medical providers. Participate in interdisciplinary treatment team meetings. When officially assigned and only during the absence of the Director of Nursing, serve as the Director of Nursing Designee by carrying out delegated administrative and operational responsibilities to ensure uninterrupted nursing leadership and regulatory compliance.Administrative Leadership & Staff Supervision/Oversight Serve as the Director of Nursing Designee in the absence of the Director of Nursing. Assist in development and implementation of nursing policies and procedures. Participate in strategic planning related to nursing services. Ensure nursing operations support organizational goals and regulatory requirements. Coordinate nursing schedules to maintain required staffing levels. Manage daily workflow and assignment of nursing personnel. Participate in recruitment, interviewing, onboarding, and retention of nursing staff. When assigned and under the direction of the Director of Nursing, provide supervision of:Registered Nurses (RN) Licensed Practical Nurses (LPN) Other Agency nursing personnel Responsibilities include:Orientation Clinical coaching Staff education Clinical mentoring Quality Improvement & Regulatory ComplianceMonitor nursing quality indicators. Conduct routine chart audits. Review medication administration records (MARs). Review incident reports and adverse events. Monitor infection prevention activities. Assist with Quality Assurance Performance Improvement (QAPI) initiatives. Track nursing performance metrics. Ensure nursing services comply with:New Jersey Department of Health regulations ASAM Criteria HIPAA OSHA CDC infection prevention guidance DEA medication security requirements Controlled substance regulations Organizational policies Accreditation standards (CARF, Joint Commission, or other applicable accrediting bodies) Prepare nursing services for:State inspections Accreditation surveys Internal audits Licensing reviews Medication ManagementCollaborate with:Medical Director Advanced Practice Nurses Physicians Pharmacy Consultant to ensure:Safe medication administration Controlled substance accountability Medication reconciliation Narcotic count accuracy Medication error reduction Medication storage compliance MAT protocol implementation Infection PreventionMonitor infection prevention activities. Ensure compliance with universal precautions. Conduct infection surveillance. Review exposure incidents. Monitor vaccination requirements where applicable. Coordinate infection prevention education. Participate in outbreak management. Patient SafetyPromote a culture of safety by monitoring:Falls Medication errors Medical emergencies Withdrawal complications Suicide precautions Patient observation procedures Emergency response readiness Participate in emergency preparedness planning and drills.Documentation OversightWhen assigned and under the direction of the Director of Nursing, ensure nursing documentation is:Accurate Timely Complete Legible Consistent with regulatory requirements Review documentation for:Nursing assessments Withdrawal monitoring tools (e.g., CIWA-Ar, COWS) Medication administration Progress notes Physician orders Treatment coordination Education and Staff DevelopmentWhen assigned and under the direction of the Director of Nursing, develop and coordinate nursing education including:Orientation Annual competencies Emergency procedures MAT education Withdrawal management Infection prevention Medication administration Documentation standards Regulatory updates CollaborationTo ensure integrated patient care, collaborate with the Director of Nursing in addition to:Medical Director Director of Nursing Clinical Director Executive Director Coordinator Utilization Management Recovery Support Services Pharmacy Consultant Laboratory Services Director of Quality Assurance.KNOWLEDGE, SKILLS, AND ABILITIESStrong clinical assessment skills. Knowledge of withdrawal management protocols. Leadership and staff development skills. Excellent communication and conflict resolution abilities. Ability to manage multiple priorities in a fast-paced environment. Strong organizational and documentation skills. Knowledge of electronic medical records (EMR). Understanding of quality improvement methodologies. Knowledge of New Jersey AdministrationAbility to interpret healthcare regulations and accreditation standards. Commitment to patient-centered, trauma-informed, and culturally responsive care. PHYSICAL REQUIREMENTSAbility to stand and walk for extended periods. Ability to lift up to 50 pounds with assistance when appropriate. Ability to respond rapidly to medical emergencies. Frequent bending, reaching, and movement throughout the facility. Ability to safely perform patient care activities.REQUIRED EDUCATION Graduate of an accredited school of nursing.Current, unrestricted licensure as a Registered Professional Nurse (RN) in the State of New Jersey, in good standing with the New Jersey Board of Nursing.Bachelor of Science in Nursing (BSN) required.Preferred EducationMaster's degree in Nursing (MSN), Healthcare Administration, Public Health, Business Administration, or a related healthcare field preferred.Certification in Addiction Nursing (CARN), Psychiatric-Mental Health Nursing, Nurse Executive (NE-BC), or another relevant specialty certification is preferred or expected within an established timeframe following hire.Required ExperienceMinimum of five (5) years of progressively responsible nursing experience.Minimum of two (2) years of supervisory or management experience in a healthcare setting.Experience in substance use disorder treatment, behavioral health, psychiatric services, medical detoxification, residential treatment, emergency medicine, or a comparable clinical setting strongly preferred.Demonstrated knowledge of withdrawal management, medication-assisted treatment (MAT), behavioral health nursing, infection prevention, and emergency response.Required KnowledgeKnowledge of New Jersey Department of Health regulations governing Treatment licensed residential substance use disorder treatment programs.Working knowledge of the ASAM Criteria for Levels 3.5 and 3.7-WM.Knowledge of applicable federal and state laws and regulations, including HIPAA, OSHA, DEA controlled substance requirements, and standards established by accrediting organizations such as CARF or The Joint Commission, as applicable.Experience with electronic medical records (EMR), quality improvement processes, medication management, and regulatory survey preparedness.Required CertificationsCurrent Basic Life Support (BLS) certification.Advanced Cardiovascular Life Support (ACLS) certification preferred or required based on organizational policy.Crisis Prevention Intervention (CPI) or equivalent de-escalation training preferred.Valid New Jersey driver's licenseContinuing EducationThe Nurse Manager/Director of Nursing Designee is expected to maintain all licensure and certifications required by the State of New Jersey and to complete all mandatory continuing education required by the New Jersey Board of Nursing, the organization, and applicable licensing or accrediting agencies.
