Infrastructure VerticalThe WBG Infrastructure Vertical provides public and private solutions to operational teams and clients across the WBG to produce scalable impact. Its mandate is to deliver knowledge for impact to support the WBG to achieve its goals in support of our mission and specifically: providing guidance on creating more and better jobs by: (i) supporting foundational infrastructure and human capital, (ii) policy environment, and (iii) enabling and mobilizing private sector capital. With 60 years of experience, the WBG is poised to support the sector becoming an engine of growth and jobs through improving policies and governance, foundational infrastructure and private sector investments. The WBG lending in the sector is expected to grow substantially. The Infrastructure VPU’s objectives in driving outcomes include replicating and scaling effective solutions, enhancing thought leadership and innovation, and delivering timely knowledge to client teams. For more information: The Global Unit for Disaster Management, Solutions & Impact (KIUSD) supports low and middle-income countries to understand, manage, and reduce their risks from natural hazards and climate change. Within KIUSD, the Global Facility for Disaster Reduction and Recovery (GFDRR) umbrella trust fund is a global partnership that helps low- and middle-income countries better understand and reduce their vulnerability to natural hazards and climate change. GFDRR has 15 thematic areas, which provide grant financing, analytics, and technical assistance to the most vulnerable countries and communities where it will have the greatest positive impact. As a donor-funded program, GFDRR consults regularly with donors and actively strives to maintain and develop new partnerships for increased impact. Job Duties and Responsibilities:
The overall objective of the assignment is to develop and apply a policy advice and technical assistance framework to support governments in identifying, assessing, adopting, and implementing infrastructure policy reforms conducive to national disaster risk reduction. The Infrastructure Policy Consultant will advise WBG clients on appropriate international standards across all infrastructure sectors, strategies to improve regulatory alignment, harmonization and coordination at the country and regional levels to promote resilient infrastructure.
The Infrastructure Policy Consultant will support and provide technical guidance to GFDRR activities in the Resilient Infrastructure thematic area, including:
• Take stock of infrastructure policy reforms and implementation processes for the integration of resilience and adaptation measures across all infrastructure sectors,
• Support the development of knowledge products and operational toolkit to enhance capacity of task teams to deliver development policy and infrastructure investments operations related to resilient infrastructure, particularly in the use of risk assessments for decision-support, adoption of improved asset and operational standards and guidelines, disaster risk financing and contingency plans that promote disaster risk reduction and other resilience measures.
• Support in-country activities through technical assistance (TA). This technical support includes demand-driven tasks for the preparation and implementation of development policy operations and lending operation projects that involve infrastructure or disaster risk management activities in cities and other infrastructure sectors, such as transport and energy. Activities include but are not limited to (i) preliminary assessment to raise awareness and identify gaps, (ii) identification of suitable solutions and opportunities from peer-learning and analytics, (iii) technical assistance during development of policy reforms, preparation and implementation of resilient infrastructure investments.
• Build client capacity to use findings of policy research/ analytical work for developing and implementing new policies. Provide technical advice on key issues and strategic directions for the country’s adaptation and resilience priorities by bringing relevant international experience and research to assist in developing and implementing local solutions.
• Oversee the implementation of TA activities including but not limited to planning, budgeting, preparation of terms of references, quality control, supervision of external consultants and technical specialists work as well as developing and reviewing Trust Fund Proposals, contributing to Trust Funds reporting, and developing of terms of reference.
• Participate in field missions and provide technical input and guidance to client counterparts as required by operational and analytical task team leaders.
• Contribute to monitoring and reporting of GFDRR grants implementation in these thematic areas. Advising on resilience metrics, indicators, and results frameworks in infrastructure operations.
• Identify and nurture opportunities for partnerships in the broader policy dialogue across WBG and external parties. Ensure collaboration with IFC and MIGA to identify opportunities for integrated approaches and support to the client, leveraging the One WBG expertise and instruments.
• Lead and/or participate in GFDRR and infrastructure sectors knowledge-sharing and learning activities, and organize and contribute to dissemination activities, conferences, workshops, and learning programs; present the team's work at internal and external knowledge exchange events.
• Carry out other tasks relevant to support the overall objective of the position.
Selection Criteria
1) Master’s degree in public administration, international relations, economics, urban planning, engineering or related fields such as disaster risk management.
2) At least five years of relevant professional experience in infrastructure policy reforms, implementation and analytics, and demonstrated ability to work in diverse, multicultural environments are required.
3) Demonstrated expertise in resilient and quality infrastructure adoption, including analytics to identify and prioritize design standards, supply chain constraints, coordination with other sectors, capacity building and budget allocation for implementation and enforcement, curriculum review and broader coordination with research and academia.
4) Proven experience advising governments or private sector entities on compliance with resilient infrastructure policy reforms and adoption.
5) Demonstrated track record working on World bank operations (IPFs, DPFs, Cat DDOs) and analytical activities (ASAs, RAS, TFs) to support government agencies on disaster risk management and infrastructure resilience.
6) Strong analytical skills, ability to think strategically, analyze and synthesize data and information and communicate this to diverse audiences.
7) Ability to manage multiple projects simultaneously.
8) Experience working with a wide range of stakeholders, government agencies, development partners, academia, NGOs, private sector, including ability to communicate complex issues to a wide range of audiences.
9) Excellent verbal and written English language skills are essential, and knowledge of other languages, especially Spanish, French, and Portuguese, is highly desirable.
10) International experience required; experience in developing countries and/or fragile and conflict states is preferred. Ability to travel frequently to developing countries.
