The Division seeks a highly motivated individual who has extensive Business Analyst experience to provide refined Business and Technical requirements as well as testing assistance to the Web Application Development team that will deliver new DSS Economic Services Refugee application and Re-Engineering projects such as new Client Benefits portal, Disaster Benefits portal, New Interfaces framework./ppDAILY DUTIES / RESPONSIBILITIES:/ppPosition Description Business Analyst - Consultant This is a multi-faceted position spanning disciplines in both business analysis as well as software testing working within a self-directed, agile team framework./pulliAs a Business Analyst, candidates must become familiar with the standard workflows and requirements of Economic Services processes such as Refugee application referrals, Application/Intake, Participation tracking and case management. As a critical team member, duties will include clarifying and translating requirements for the benefit of software development team members./liliIn the role as Lead BA, candidates will not only test new features and functionality, but will also actively use every function and tool of the software solution in order to develop a deep understanding of the product and how it works. Constant use of the application will allow for proactive identification of defects, performance and reliability issues, as well as other potential failures. Detailed disciplines in recording, measurement and reporting to track the progress and outcomes of the testing process are essential job skills./liliJob Duties Take initiative in performance, working with groups to effectively accomplish project objectives and engage in the following activities./li/ululliRefining operational objectives by studying business functions; gathering information; evaluating output requirements and formats./liliSupplying new user stories or use cases by analyzing requirements; constructing workflow charts and diagrams; studying system capabilities; writing specifications./liliImprove the system(s) by studying current practices and suggesting required modifications./liliRecommends controls by identifying problems; writing improved procedures./liliMaintaining system protocols by writing and updating procedures./liliProviding references for users by writing and maintaining user documentation; providing input to operations help desk support, user training needs, etc./liliPreparing technical reports by collecting, analyzing, and summarizing information and trends./liliContributes to team effort by accomplishing related results as needed./liliPerform tasks efficiently and work together with team to ensure project success./liliAs a Software Development Tester, you will be responsible for all aspects of software testing. Working within the development team you will:/li/ululliPlan, design, and author effective test cases./liliEvaluate and test new or modified software programs and software development procedures used to verify that programs function according to user requirements and conform to established guidelines./liliLearn and use enterprise tools for test management, execution and reporting to enhance the overall software testing process./liliDevelop automated tests for your test cases and integrate your automations into test suites when determined as an effective and efficient means of executing tests./liliReview computer operating logs to identify program processing errors; utilize tools to interrogate databases and data stores to determine proper application behavior./liliObserves computer monitoring/performance metrics during program test to detect error codes or interruption of program; record and report errors using enterprise tools available to the project./liliIdentifies differences between established standards and user applications and suggests modifications to conform to standards./liliConduct compatibility tests with vendor-provided programs; test implementations/integrations with third party platforms./liliMonitors program performance after implementation to prevent reoccurrence of program operating problems and ensure efficiency of operation./liliWrite documentation to describe program evaluation, testing, and correction./li/ulpREQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):/pulliUnderstand program, policy, practice and business operational functions within state and local government Economic services./liliProven ability to translate technical practices and terminology to business owners and stakeholders and to translate business requirements to technical teams/liliMust be able to multi-task and meet deadlines in a fast-paced start-up environment./liliAttention to detail and strong analytical and conceptual skills; ability to create original concepts and theories for a variety of projects./liliBachelors degree in business, information systems or related discipline, or equivalent and extensive related project experience; M.B.A. or MPA preferred./liliFive to seven years of experience in IT, with a minimum of two years in business process design./li/ulpEnvironments and Tools:/pulliTFS (Team Foundation Server)/liliVisual Studio/liliMS SQL 2019/2022/liliMS Project/liliWireframes Technologies (Balsamiq)/liliMS Office (Excel, Word)/liliVisio/li/ulpPREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):/pulliMinimum 1-2 years of experience with SNAP, TANF and/or other economic services programs./liliExperience with Agile software development is a plus./li/ulpREQUIRED EDUCATION/CERTIFICATIONS:/ppBachelors or higher degree in Computer Science or other quantitative discipline/p/div
