Director of Program Operations

Position Summary

Tangent Technologies, LLC is seeking an experienced, growth-oriented Operations Lead to oversee the effective delivery, staffing, quality, and performance of multiple federal programs and contracts.
The Operations Lead will initially assume responsibility for a designated federal cybersecurity program. The immediate priority will be to strengthen program execution, maximize available contract opportunities, expand the services provided to the customer, and position the program for sustainable growth. As the program grows and operational capacity expands, the Operations Lead will assume responsibility for additional contracts and support Tangent's broader organizational growth strategy.
This position requires more than maintaining day-to-day operations. The successful candidate must identify opportunities for contract growth, develop strong customer relationships, improve workforce utilization, support new tasking, and translate strong operational performance into increased revenue. The Operations Lead will work closely with Tangent's executive leadership, customers, employees, subcontractors, technical leaders, and administrative teams to ensure that programs are properly staffed, effectively managed, compliant, financially sound, and positioned for expansion.  This is a 100% remote position; however, the candidate must be available to attend in-person meetings with clients and Tangent’s C-suite leadership as business needs require.

Key Responsibilities

Program and Contract Leadership

  • Oversee the day-to-day performance of assigned federal programs and contracts.
  • Begin by assuming leadership responsibility for a designated cybersecurity program and establishing a thorough understanding of its requirements, staffing, funding, deliverables, customer priorities, and growth potential.
  • Ensure contract services are delivered on time, within scope, within available funding, and in accordance with contractual and customer requirements.
  • Coordinate staffing, schedules, deliverables, customer communications, quality reviews, risk management, and administrative activities across assigned programs.
  • Establish clear performance expectations and maintain accountability among employees, technical leads, consultants, and subcontractors.
  • Monitor program schedules, staffing levels, workloads, funding, deliverables, performance measures, and emerging risks.
  • Lead internal program meetings and provide executive leadership with regular reports on performance, staffing, financial status, risks, and growth opportunities.
  • Resolve operational issues before they affect customer satisfaction, employee performance, contract delivery, or revenue.
  • Develop repeatable program-management practices that can be applied across Tangent's contract portfolio.

Program Growth and Revenue Expansion

  • Develop and execute practical growth plans for assigned programs and customer accounts.
  • Identify opportunities to expand Tangent's services through additional tasking, new labor categories, increased staffing, contract modifications, option periods, follow-on work, and related customer requirements.
  • Build trusted relationships with authorized government stakeholders while maintaining compliance with procurement-integrity and contractual communication requirements.
  • Maintain awareness of customer missions, operational challenges, acquisition plans, and evolving cybersecurity needs.
  • Work with executive leadership, contracts, and business-development personnel to evaluate and pursue program expansion opportunities.
  • Support the preparation of technical approaches, staffing plans, capability statements, presentations, responses to requests for information, and follow-on proposals.
  • Demonstrate the business value of Tangent's services through strong performance, responsiveness, quality, and measurable customer outcomes.
  • Balance growth objectives with responsible staffing, cost control, contract scope, funding limitations, and delivery risk.
  • Help ensure assigned programs generate sufficient revenue and margin to support the personnel, infrastructure, and resources required for successful execution.
  • Expand responsibilities to additional contracts and organizational initiatives as initial program growth and performance objectives are achieved.

Staffing and Employee Operations

  • Develop and maintain staffing plans that align workforce capacity with current requirements and anticipated program growth.
  • Coordinate recruiting, interviewing, hiring, onboarding, assignment, employee transitions, and offboarding activities.
  • Ensure personnel meet applicable labor-category, education, experience, certification, suitability, access, and security requirements.
  • Assign employees based on customer needs, technical qualifications, workload, availability, and contract requirements.
  • Maintain regular communication with employees and technical leaders to identify and address performance, morale, workload, training, and retention concerns.
  • Support employee coaching, professional development, performance management, and succession planning.
  • Ensure employees complete required timesheets, reports, training, certifications, acknowledgments, and administrative documentation.
  • Coordinate government credentials, access, equipment, security-clearance activities, and customer onboarding requirements.
  • Support the effective management of employees, consultants, and subcontractor personnel across geographically dispersed teams.
  • Build and maintain a qualified staffing pipeline to support anticipated growth and new contract awards.

Client Delivery and Relationship Management

  • Serve as a senior operational point of contact for assigned programs.
  • Maintain professional and responsive relationships with authorized government customers, contracting personnel, program stakeholders, employees, and partners.
  • Ensure customer requests, concerns, and priorities are documented, assigned, tracked, and resolved.
  • Lead or support program reviews, status meetings, performance discussions, and customer briefings.
  • Coordinate the preparation and submission of reports, deliverables, performance narratives, and required contract documentation.
  • Monitor customer satisfaction and implement improvements based on feedback, performance results, and lessons learned.
  • Support contract start-up, transition, option-year planning, modifications, recompetes, expansions, and closeout activities.
  • Protect Tangent's customer relationships by ensuring communications are accurate, timely, professional, and consistent with contractual authority.

Quality, Risk, and Compliance

  • Ensure assigned programs operate in accordance with Tangent's approved policies, procedures, and quality-management practices.
  • Support Tangent's ISO 9001 quality-management system and CMMI Level 3 processes.
  • Maintain complete, accurate, current, and audit-ready program records.
  • Monitor compliance with contract requirements, company policies, cybersecurity procedures, security requirements, and applicable federal regulations.
  • Coordinate internal quality reviews of reports, assessments, deliverables, staffing records, and program documentation.
  • Track customer feedback, performance issues, risks, audit findings, corrective actions, and improvement activities through closure.
  • Conduct lessons-learned reviews and implement practical process improvements.
  • Support government reviews, certification audits, customer assessments, security reviews, and performance evaluations.
  • Escalate material performance, staffing, financial, compliance, or customer risks to executive leadership.
  • Promote a culture of quality, accountability, cybersecurity awareness, and continuous improvement.

Financial and Operational Management

  • Monitor program funding, labor utilization, staffing costs, revenue, invoicing support, and overall financial performance.
  • Coordinate with finance, contracts, and program personnel to ensure labor is accurately charged and services are properly documented.
  • Review staffing and spending against available funding, contract ceilings, periods of performance, and authorized scope.
  • Identify underutilized funding, staffing gaps, margin concerns, and operational inefficiencies.
  • Support accurate forecasting of labor needs, revenue, expenses, and program growth.
  • Help ensure staffing decisions are financially sustainable and aligned with contract revenue.
  • Coordinate with leadership to evaluate the financial impact of proposed hires, new tasking, contract modifications, and program expansions.
  • Develop operational dashboards and provide clear information regarding program performance, staffing, funding, risks, and growth.

Organizational Growth

  • Help build the operational infrastructure necessary for Tangent to manage a larger and more diverse federal contract portfolio.
  • Support the transition of newly awarded contracts from business development into successful operations.
  • Apply effective practices and lessons learned from initial program responsibilities to other contracts.
  • Strengthen coordination among program management, technical delivery, recruiting, human resources, quality, finance, contracts, and executive leadership.
  • Identify opportunities to improve processes, increase efficiency, reduce risk, and strengthen organizational capacity.
  • Support leadership in developing program managers and technical leads who can assume greater operational responsibility.
  • Contribute to Tangent's strategic planning, workforce planning, pipeline development, and customer-growth initiatives.
  • Assume oversight of additional programs and contracts as organizational needs and business growth require.

Required Qualifications

  • Bachelor's degree in business administration, management, cybersecurity, information technology, project management, or a related field.
  • At least seven years of progressively responsible experience in federal program management, contract operations, cybersecurity delivery, or a related field.
  • Demonstrated experience managing one or more federal government contracts, task orders, or complex customer programs.
  • Experience managing staffing, schedules, deliverables, performance requirements, customer communications, and operational risks.
  • Demonstrated ability to identify and support program or account growth opportunities.
  • Working knowledge of federal contracting, labor categories, funding limitations, contract scope, and government customer expectations.
  • Experience leading technical, cybersecurity, information technology, or professional-services personnel.
  • Strong business judgment and an understanding of the relationship among staffing, contract revenue, cost control, customer satisfaction, and organizational growth.
  • Ability to manage multiple priorities, contracts, stakeholders, and deadlines.
  • Strong written, verbal, leadership, analytical, and problem-solving skills.
  • Ability to work independently, exercise sound judgment, and appropriately handle sensitive or confidential information.

Preferred Qualifications

  • Experience leading federal cybersecurity, security-assessment, authorization, risk-management, or information-system security programs.
  • Experience growing an existing federal contract or customer account.
  • Knowledge of the Risk Management Framework and federal cybersecurity requirements.
  • Project Management Professional certification or a comparable program-management credential.
  • Cybersecurity certification such as CISSP, CGRC, CISM, Security+, or an equivalent certification.
  • Experience supporting ISO 9001, CMMI, CMMC, or similar quality and compliance frameworks.
  • Experience managing subcontractors, consultants, and remote or geographically dispersed teams.
  • Experience with Unanet or a comparable enterprise resource planning, timekeeping, project-management, or contract-management system.
  • Experience working for a growing small federal government contractor.
  • Military service or experience supporting veteran-focused organizations is valued.

Measures of Success

  • Assume effective leadership of the initially assigned program.

  • Increase utilization of available contract capacity and funding.
  • Identify and help secure additional tasking, staffing opportunities, and service expansion.
  • Grow program revenue while maintaining appropriate cost control and performance standards.
  • Maintain qualified staffing and reduce preventable vacancies or delivery disruptions.
  • Strengthen employee communication, accountability, development, and retention.
  • Maintain complete, accurate, compliant, and audit-ready program documentation.
  • Build repeatable operational processes that can support multiple programs.
  • Successfully expand oversight to additional contracts and organizational responsibilities.
  • Contribute measurable value to Tangent's revenue growth, operational maturity, and long-term sustainability.
