We are excited to hire a full-time (40 hours weekly), non-exempt Finance and Administration Specialist to join our team! The purpose of this position is to lead administrative, financial, and technical processes supporting emergency management functions within York County. Responsible for compliance with the fiscal and procurement policies, including state and federal grant regulations. Implements public education and information programs.

Projected Salary Range/Pay Grade 112: $21.63 - $25.95 per hour. Salary is determined based on qualifications.

Duties and Responsibilities:

• Leads efficient and effective financial and administrative management and support for the Office of Emergency Management to ensure that departmental activities remain in compliance with grant and disaster program requirements.
• Develops and implements emergency preparedness training, education materials and community outreach, which requires the ability to drive a county vehicle.
• Develops the department budget, community outreach programs, and implements and supports the Continuity of Government (COG) and Continuity of Operations (COOP) programs.
• Develops and manages critical information by assisting in the development of situation reports and other related records; updates department website and social media platforms.
• Gathers and analyzes financial and operational data to ensure FEMA compliance. Researches, applies and manages grants for the department.
• Analyzes policy and procedures to determine gaps and provides recommendations for corrective actions.
• Leads time and resource documentation during emergencies in accordance with FEMA Public Assistance (Stafford Act), provides training and assistance to other departments as needed.
• Provides financial, administrative, and logistical leadership during emergency operations and drills
• Collaborates with leaders on procurement and resource documentation.
• Performs related work as assigned.

Education and Experience:

• Requires an Associate's degree in Finance, Business Administration, Emergency Management or specialized training that is equivalent to satisfactory completion of two years of college education.
• Five (5) years of finance, administration, emergency management, grants management, or related experience or an equivalent combination of education, training and experience.

Certifications and Licenses:

• Valid state driver's license is required.
• CPR/AED or ability to obtain.
• South Carolina Certified Emergency Manager preferred.

Physical Demands: Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

• Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
