Human Resources Manager - Multi-State Operations & Payroll

Steeler, Inc. offers a hands-on Human Resources role based in Seattle, WA (onsite) with a salary of $85,000 per year , depending on relevant experience, qualifications, and internal equity. You will lead daily HR operations for a multi-state workforce , with primary ownership of full-cycle multi-state payroll and HR compliance. The role also supports benefits administration, employee relations, recruiting, onboarding/offboarding, and HRIS management using UKG . Manage full-cycle, multi-state payroll accurately, confidentially, and on schedule. Administer employee benefit programs, including enrollments, changes, employee communications, and vendor coordination. Use UKG for HRIS administration, payroll, timekeeping, reporting, and employee data management. Support multi-state compliance with federal, state, and local employment laws. Advise managers on employee relations topics such as performance management, attendance, corrective action, and company policies. Conduct or support workplace investigations and recommend fair, consistent, and well-documented resolutions. Manage recruiting activities including interviewing, offers, onboarding, and offboarding. Maintain accurate personnel records and handle confidential employee information. Coordinate leave administration, workers' compensation, and return-to-work processes. Review and update employee policies, procedures, job descriptions, and the employee handbook. Prepare HR reports and identify opportunities to improve processes, compliance, communication, and employee retention. Partner with leadership and operations teams to support a safe, respectful, and productive workplace. Requirements At least three years of progressive HR generalist or HR management experience. Hands-on experience managing payroll and benefits administration . Working knowledge of federal and state employment laws and HR compliance requirements. Ability to handle employee relations matters with professionalism, discretion, and sound judgment. Strong written and verbal communication skills. Excellent organizational skills with the ability to manage competing priorities and deadlines. Proficiency with HRIS , payroll, timekeeping, and Microsoft Office applications. Ability to work on-site at the Seattle location. Preferred Qualifications Experience supporting employees in multiple states. Experience using UKG Ready , UKG Pro , or related UKG modules. Experience in construction, manufacturing, distribution, warehousing, or another operations-focused environment. Experience recruiting and interviewing for hourly and salaried positions. Bachelor’s degree in human resources, business administration, or a related field. PHR, SPHR, SHRM-CP, or SHRM-SCP certification. Bilingual English/Spanish communication skills.
