The Vice President for Finance and Operations serves as Central Oregon Community College's chief financial officer and a key member of the President's leadership team, providing strategic direction for the College's long-term financial health. The position oversees budgeting and financial planning, procurement, risk management, contracts, fiscal project management, and real estate transactions, as well as provides operational leadership for Fiscal Services and Campus Services (facilities, grounds, maintenance and custodial). The VPFO collaborates closely with the president, college leaders, faculty and staff to support institutional priorities and support student learning and success.

Essential Duties and Responsibilities:
Collegewide Leadership
- Provide strategic and innovative leadership in the planning, implementation, and continuous improvement of the College's financial and physical plant operations.
- In tandem with other College vice presidents, collaborate on the development of short- and long-term planning efforts to improve student, employee and community member experience, operational efficiency, and the fiscal management of the college.
- Build community support for the College through strategic partnerships with business and industry partners, as well as related federal, state and local government agencies.
- Provide key analysis to the President and Board of Directors on high-level fiscal and operational management for the college and its four distinct campuses.
Fiscal Leadership
- Serve as the College's chief financial officer, leading annual operating and capital budget development, long-range financial forecasting, and strategic resource allocation. Ensure the provision of accurate and timely financial reporting to the President, Board of Directors, College constituents, and federal, regional, state, and granting authorities.
- Lead efforts to ensure the College's financial stability, including pursuit of potential bond opportunities, State of Oregon capital allocations, real estate transactions, tax credits, development opportunities and other unique revenue sources. Evaluate State, federal and other regulations to determine fiscal impact on the College.
- Serve as a staff member to the Board of Directors' Real Estate, Investment, Audit and Finance and Budget Committees.
- Lead the president's team and related groups through development of the College's annual budget process.
- Supervise the College's bidding, purchasing, and contracting activities.
- Assist faculty, program directors, chairs and deans in developing a business case for new or expansion of existing programs.
- Create new or modify existing policies and procedures to ensure compliance with state and federal law, and to ensure adequate financial controls are in place.
- Lead the annual audit process.
Operational Leadership
- Provide leadership and supervision for Fiscal Services, Campus Services, contracts, risk management, procurement and fiscal project management. Combined these areas represent three direct reports and 83 FTE .
- Provide direct supervision to the Controller, Director of Campus Services, and Director of Business Operations, ensuring effective and efficient processes. Support collegewide budget managers through training, development, and communication and provide strategic direction and leadership throughout the budget process
- Provide leadership for the College's sustainability practices, both within Campus Services and across the College.
- Lead the College's Facilities Master Planning process and the development of long-range infrastructure in support of the College's strategic, sustainable growth.
- Supervise risk management work, contracts and procurement processes for the College. Assess risk and liabilities and contracts with insurance carriers to ensure appropriate coverage; interpret and implement legal direction from attorneys and State or other regulations; ensure related College policies are updated regularly.
- Analyze systems and processes throughout the College to improve efficiency, transparency and accountability.

- Must have excellent communication, both written and verbal, meeting facilitation, conflict resolution, and public presentation skills.
- Must be able to manage and lead in a complex, fiscally challenging and rapidly changing environment.
- Must be able to make professional and clear presentations to the Board of Directors and its committees and external constituencies about financial and operational matters.
- Must have excellent interpersonal skills and the ability to work effectively with a wide range of constituencies in a diverse environment.
- A demonstrated record of collaboration with colleagues, staff, business and community partners, and collective bargaining groups.
Minimum Requirements:
Education
- Bachelor's Degree from an accredited institution in Business Administration, Management, Finance, Accounting, or a related field.
Experience
- Seven (7) years of increasingly responsible senior-level leadership in a complex accounting environment, including responsibility for fiscal and administrative controls, budget analysis and development, financial projections, and financial strategies.
Preferred Qualifications:
Education
- Master's Degree in one of the fields noted above or a closely related one.
Experience
- Community college or other higher education experience strongly preferred.
- Experience advising and working in collaboration with boards
- Experience working with facilities management, bond expenditures, and capital programs.
Certifications
- CPA , CMA or CPFO strongly preferred.
