FIBWA Training Coordinator

Chenega Services and Federal Solutions, LLC. , a Chenega Professional Services ’ company, is looking for a FIBWA Training Coordinator to serve as the primary instructor and coordinator for Field Identification of Biological Warfare Agents (FIBWA) training programs supporting Department of Defense field detection and biosurveillance missions. The position is responsible for operational coordination, execution, maintenance, and continuous improvement of training programs focused on biological threat detection methodologies, environmental and clinical biosurveillance, laboratory diagnostics, and biological warfare agent detection. The incumbent oversees training delivery, curriculum development, laboratory operations, equipment management, regulatory compliance, stakeholder engagement, technology integration, student assessment activities, and operational mission support while supporting training conducted within BSL-1 and BSL-2 laboratory environments. Responsibilities Coordinate with internal stakeholders and external Government agencies to schedule and manage training requests including answering inquiries via phone, e-mail, and in-person. Engage with stakeholders toidentifytraining needs and requirements and provide opportunities for them to provide feedback (e.g., surveys, meetings, or e-mailed feedback). Shall oversee the daily operations of the USAMRIID and FIBWA classroom and teaching laboratory spaces. Responsibilities include, but are not limited to procurement, inventory, ordering, and supply management; instrument SOPs, calibration and maintenance of scientific equipment; training of supportstaff; maintenanceof inventory and property records in collaboration with the hand receiptholder, andensuring projects are performed in compliance with DoD/Army safety procedures, CLIP, GLP and other applicable regulations.Willmaintainaccount accessrequiredto complete these tasks in applicable DoD systems including but not limited to DMLSS, ECAT,Logicole, EDMS, ATRRS, GFEBS, G-invoicing, and Teams. Shall develop andmaintainPoint of Instructions (POIs) for each course in collaboration with DSD SMEs and FIBWA Program Director in support of theaccreditationprocesses and courseobjectives. This shall include ongoing updates to current curriculum,presentations, andintegration of advancing technologies and best practices. At least annually, review curriculum forrefreshbased on advancing technologies and customer demand in coordination with DSD leadership and the FIBWA Program Director. Provide completed reviews, updatesidentifiedand completed curriculum to TPOC at least twice per year in Quarter 1 and Quarter 3 for each Fiscal Year. Shall plan and execute complex training scenarios as the primary instructor for the FIBWA courses (designated and ad hoc courses based on customer demand). This includes writing protocol plans, validation of protocols prior to implementation withresultsreview and analysis, troubleshooting of unexpected results, and resolution of any encountered issues. Training scenarios must be scheduled andreviewedand the protocol reports provided to the TPOC at least one month prior to execution for scheduled courses. Is responsible forcoordination of guest speakers with advance notice andsubsequentconfirmation of directions, access requirements, presentation time, and presentation requirements. Course content will be executed in alignment with the FIBWA Program Director’s intent. Shall prepare course materials prior to each course to include slide deck content (lecture material), lecture scripts and/or speaking notes, and course schedules.Course materials shallutilizestandardized formatting in alignment withrequired organization templates, be complete, correct, free of errors, and reviewed for outdated material. References within slide decks shallbe in compliance withAPA or MLA requirements.Preparation of course materialsincludescreating and printing of hardcopy training instructions, asrequiredfor each course, and clearance of all course materials for electronic release in coordination with the manuscript clearance process. All reagents and equipment necessary for course work must bemaintained, validated for each protocol planned, results printed and reviewed by the FIBWA Program Director or delegate prior to course execution as directed. Iis responsible forcoordination of guest speakers with advance notice andsubsequentconfirmation of directions, access requirements, presentation time, and presentation requirements. Course content will be executed in alignment with the FIBWA Program Director’s intent. Course workload is atleast eightFIBWA courses per year and preparation of upto 400laboratory samples per year. Provide both didactic and kinesthetic training on current FIBWA programmatic course material which includes the development and maintenance of current curriculum, integration of advancing technologies and best laboratory practices.Participatein training opportunities within DSD and in coordination with the FIBWA Program Director (or delegate) to improve knowledge and understanding of course material up to four times per year as directed. A short brief to include a summary of material covered, knowledge learned, and integration options for the current curriculum will be provided to the TPOC within two weeks of training completion. Evaluate student performance, for both on-going concept mastery, as well as through tests and situational exercises thatdemonstratecompetency of material taught. Each course must include at least one written exam and one practical laboratory exam. Collect,organizeand provide the FIBWA Program Director, or delegate, allstudents’completed course materials at least two days prior to certificate issuance for each course. Course materials include completed laboratory protocols with results, exams, completed homeworkassignmentsand practical exam documents. Exceptions must be requested through DSD leadership or the FIBWA Program Director in advance. Shallrepresentthe FIBWA course to other customers through briefings, demonstrations, and participation in working groups or other forums.This includes assisting with promotional activities related to the FIBWA program, coordinated distribution of informational materials,andreview of training agreements to ensure the FIBWA program meets the needs of its current and future customers. This may include preparation of up to 200proficiency test (PT) samples per year as needed to support the development of a FIBWA QA/PT program, design of exercises and/or sample preparation and validation, on-site unit training, troubleshooting, or tabletop exercises as requested in support of customer requests. Assistwith the maintenance of student trainingrecords, ATRRS course management, andforwarding ofany training agreement inquiries to the FIBWA Program Director or delegate. Participatein the research, testing, and evaluation ofnew technologiesand sample processing protocols to improve the FIBWA courses in support of forward laboratory concept of operations. In collaboration with the FIBWA Program Director or delegate, the Contractor shall assist in the preparation of at least two technical reports (e.g., white paper, publication and/or integration plan) per year and include technology development, requirements, methodologies, costs, and evaluation for implementation into FIBWA courses. Shall serve on operational mission teams, domestically and internationally as needed, to include performance of a full array of diagnostic support activities at a BSL-2 level of operations.Provide support to DSD BSL-2 laboratory as required. Shall provide supplementary technical laboratory support to Special Pathogens Laboratory as the National CDC LRN laboratory as necessary and may include other DSD projects that support far forward detection capabilities or support clinical and/or environmental sample support. Prepare and provide the TPOC a FIBWA Training report to include details regarding the attendees of the course (rank, service, unit, number of students), a copy of the executed class schedule, challenges presented during the course, areas of improvement and sustainment, raw data from critiques with a summary of the course survey, and performance metrics within ten business days of course completion. CONUS/OCONUS travel may berequiredin support of the diagnostic mission and/or presentation of scientific research. Other duties as assigned Qualifications Bachelor's degree in Molecular Biology, Microbiology, Biochemistry, Immunology, Biology, Life Sciences, or a related scientific discipline. Typically requires five (5) or more years of related laboratory experience consistent with a Laboratory Technician 4 labor category. Experience supporting laboratory diagnostics, biosurveillance, biological threat detection, or related laboratory operations. Experience developing and delivering technical training programs. Experience maintaining laboratory equipment, inventories, and controlled laboratory environments. Experience supporting regulatory compliance activities including GLP, CLIP, and DoD laboratory requirements. Experience preparing technical reports, training documentation, and instructional materials. Ability to coordinate complex training programs and manage multiple concurrent priorities. Ability to obtain and maintain an active SECRET security clearance. Successfully pass background and drug screening Preferred Qualifications: Bachelor's degree in Molecular Biology, Microbiology, Biochemistry, Immunology, Biology, or a related scientific field. Minimum five years of laboratory experience. Experience handling bacterial and viral pathogens in laboratory environments. Experience supporting in vitro and in vivo laboratory studies. Experience working in BSL-2, BSL-3, and BSL-4 containment laboratories. ASCP certification or equivalent laboratory certification. Experience supporting biosurveillance, diagnostic, biological warfare agent detection, or biodefense programs. Experience serving as a technical trainer, instructor, or curriculum developer. Experience supporting CDC Laboratory Response Network activities. Experience supporting field laboratory operations, proficiency testing programs, and operational response missions. Knowledge, Skills and Abilities: Knowledge of biological threat detection methodologies and biosurveillance operations. Knowledge of microbiology, immunology, molecular biology, and diagnostic laboratory techniques. Knowledge of laboratory safety procedures and BSL-1 and BSL-2 laboratory operations. Knowledge of CLIP, GLP, DoD, Army, and laboratory regulatory compliance requirements. Knowledge of curriculum development, instructional design, and adult learning methodologies. Knowledge of laboratory equipment maintenance, calibration, validation, and quality assurance principles. Knowledge of proficiency testing, operational readiness, and field laboratory support operations. Ability to develop and deliver technical laboratory training programs.
