Summary This position is located at the United States Department of Agriculture (USDA), National Institute of Food and Agriculture (NIFA), Headquarters (HQ), Institute of Bioenergy, Climate, and Environment in Kansas City, MO. In this position, you will support work that transforms scientific discovery into products and services with commercial potential and/ or societal benefit. Responsibilities Analyzes collected data and output reports to monitor and assess data integrity, accuracy, and program impacts. Keeps current on business rules, data structures and data requirements by coordinating with NIFA, USDA, SBA and partnership staff for exchange of information. Identifies specific problems related to the data capture and entry of data into the agency databases. Provides innovative suggestions on how to improve data collection methods and how to best standardize data input, which results in accurate and useful data. Defines requirements, develops reports, provides content interpretation, and furnishes guidance for data retrieval and analysis. Performs data analyses including data entry, data management, statistical analysis, and qualitative coding. Uses appropriate software such as SPSS, SAS, STATA, and topic modeling tools for analyzing data. Requirements Conditions of Employment You must be a US Citizen or US National. OR Education: A master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related to the position. Related degrees include Business Management, Data Science, Computer Science, Informatics, or Communications. OR A qualifying combination of graduate level education and experience as described above. GS-11: Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience analyzing financial data and output reports to monitor and assess program impacts; developing strategic use of data to drive decision-making; and interpreting quantitative and qualitative data to identify problems related to data capture and data entry. OR Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related to the position. Related degrees include Business Management, Data Science, Computer Science, Informatics, or Communications. OR A qualifying combination of graduate-level education and experience as described above.
