I. JOB OVERVIEW The Assistant Dean, Program Operations and Fiscal Management is a strategic business leader for GWSPH Academic Affairs with a portfolio that includes GWSPH's online and School-wide residential programs. They will engage and lead the work of the department and reporting staff members with sound data-driven decision-making, experience in budgetary and operational forecasting, and will engage in negotiation and planning with internal GW units, external vendors, and public/private partnerships. The Assistant Dean, Program Operations and Fiscal Management must be knowledgeable about higher education and online/hybrid programs operations and industry trends and able to keep GWSPH financial/operational/future state needs in mind in all planning and decision-making. The duties and goals of this role are linked to the success of the GWSPH and its online and residential schoolwide programs. The Assistant Dean, Program Operations and Fiscal Management within the Department of Academic Affairs is responsible for the management and execution of the non-academic aspects of the school's online and budgetary and other aspects as specified of the residential schoolwide programs. This is a management position at the university that, in addition to leading a work unit, leads and supervises staff directly as assigned, provides input to hiring decisions, provides coaching, training and mentoring, manages performance and helps determine future staffing needs. This position reports to the Senior Associate Dean for Academic, Student & Faculty Affairs. Responsibilities Supervise and support departmental fiscal administrators Oversee annual program budgets for online and residential schoolwide and departmental programs in collaboration with department fiscal administrators Develop and implement systems and processes to align management of instructional and administrative resources for schoolwide and departmental programs and courses Provide strategic insight and planning to the Dean's Office Provide strategic business and logistics support for a portfolio of high-volume enrollment online programs that utilize a quarterly, rolling admissions enrollment approach. Maintains knowledge of GW, market basket, and industry standards and trends relating to online and hybrid programs operations, university admissions and student services, and makes recommendations related to program strategy and decision making in light of those trends. Works closely with GWSPH decanal leadership, staff, and private industry partners in regularly occurring strategic and operational planning for current and future online programs. Establishes and administers annual program budgets for online and residential schoolwide programs. Prepares and processes financial transactions, including purchase orders, supplemental compensation, invoices, honorarium, stipends, and expenses for online and residential schoolwide programs. Maintains P-card for these programs. Ensures budget compliance with institutional policies and procedures. Oversees scheduling and instructor staffing of 100+ sections of online program courses each quarter. Provides guidance on HR, university regulations, and individual faculty relations support to enable the successful administration of online programs. Provides oversight of between 12-16 on-site and off-site immersion experiences per year for the online programs. Works in conjunction with the MPH Associate Dean to manage day-to-day activities of the online programs academic advising team. Maintains knowledge of industry standards for student advising roles and ratios and advises the decanal team more broadly on staffing needs and responsibilities. Serves as primary manager of business and logistical components of relationship with external education and technology vendors for online programs. Monitors vendor performance and ensures vendor contract compliance. Partners with GWSPH Finance to complete quarterly reconciliation of program enrollments and revenues. In conjunction with vendors as appropriate, ensures that various GWSPH technology platforms (Banner, etc.) work effectively with online learning systems. Responsible for data extraction and assessment to support online program development plans and marketing in coordination with external vendors as relevant. Establishes program plans, policies, procedures, timelines, goals, and objectives for online programs as needed. Closely monitors policies and makes necessary changes on an ongoing basis to ensure online program effectiveness. Regularly meets with GWSPH leadership to review program plans, performance, and goals. Responsible for meeting the established goals. Supervises staff affiliated with the online programs as assigned. Works closely with Academic Deans, Program Directors, and Director of Online Learning to ensure operational details, logistics, and resources required for a successful educational experience for online program students. Coordinates with GWSPH Student Services to facilitate a positive student experience as it relates to admissions and associated online student processes. Tracks and maintains admissions and enrollment data, including financial aid information, and coordinates with the Enrollment and Financial Aid team. Obtains and analyzes faculty and student feedback to continuously evaluate program effectiveness. Ensures vendors provide excellent service to faculty and students. Reviews and monitors financial obligations with vendors. Ensures online programs meet all applicable University policies and external regulatory agency standards. Working with vendors, stays abreast of applicable state and federal legislation to ensure compliance with all rules and regulations. With the GW Office of General Counsel and vendors, navigates and obtains any necessary permissions to operate in all states. Manages all components of staffing actions for online and residential schoolwide programs, ensuring adherence and compliance to university and school policies and procedures, supervising key staff and leading in a manner that results in an engaged workforce. Serves as liaison as assigned with GWSPH departments, University offices, and external agencies. Assists colleagues in identifying efficiencies and improving processes as needed. Performs other related duties as assigned. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position. Minimum Qualifications Qualified candidates will hold a Bachelor's degree in an appropriate area of specialization plus 6 years of relevant professional experience, or, a Master's degree or higher in a relevant area of study plus 4 years of relevant professional experience. Degree must be conferred by the start date of the position. Degree requirements may be substituted with an equivalent combination of education, training and experience. Preferred Qualifications Master's degree in an appropriate area of specialization, such as business, information management, or education administration, is desired. Experience in providing program management/oversight in a higher education setting is strongly preferred. Experience compiling and managing budgets within a higher education context is a plus. Experience developing business and enrollment forecasts, longitudinal operations plans, and similar long-term business planning approaches is preferred. Experience with Tableau or other data visualization technologies and data development and analysis to support data-driven decision-making is desired. Experience with student services, financial management, operational management, technology-based communications and/or online education program administration is preferred. Experience collaborating, advising, and participating in organizational leadership settings where operational and budgetary challenges must be addressed is desired.
