Housing Manager
The Housing Office of the Community Development Department is responsible for developing, implementing, and administering programs and projects related to affordable housing for citizens of Monterey. The Housing Manager plans, directs, and supervises the City's Housing Division, ensuring affordable housing programs and initiatives are implemented in compliance with federal, state, and local regulations. This position manages complex housing projects, administers housing assistance and Community Development Block Grant programs, and develops policies that support the City's housing goals.

Under general supervision of the Community Development Director, plans, directs, coordinates, and supervises the work of the Housing Division. Ensures the programs and projects of the division are carried out in accordance with applicable Federal, State and Local laws as well as in line with the current City goals, objectives and priorities. Provides highly technical staff assistance and other job-related duties as assigned.
This is a management position which performs a wide range of program duties related to housing. The Housing Manager is responsible for administering and supervising complex housing projects. This classification differs from the Community Development Director in that the latter position has full management and supervisory responsibility over the Community Development Department. The Housing Manager receives general direction from the Community Development Director and exercises direct and indirect supervision over subordinate staff.

Essential duties and responsibilities may include, but are not limited to, the following:
- Develops, implements, and evaluates affordable housing goals, policies, and procedures to assist in the development of long and short range objectives and strategies to achieve those objectives.
- Maintains and implements the City's Community Development Block Grant Program including planning documents (Consolidated and Action Plans) and implementation programs, including but not limited to public service grants, rehabilitation programs, IDIS reporting software - computer program for federal housing programs.
- Analyzes, develops, and implements new programs to promote affordable housing which address a broad range of housing needs and income levels, including rehabilitation, development incentives, homebuyer assistance, special needs, and transitional housing and related community development and zoning programs to assist housing initiatives.
- Reviews new state housing laws and provides input and recommendations to update City-wide ordinances, policies or regulations that implement City Council policy direction in housing-related areas.
- Recommends innovative policies that address: increasing the housing supply, housing affordability, reducing the cost of housing production, and comprehensive policies.
- Applies for grants for various housing program needs.
- Maintains and monitors loan databases, performs loan monitoring, prepares and processes legal documents, updates resale prices and affordability rates, ensures adherence to covenants, and maintains files.
- Identifies funding resources for housing programs and develops funding proposals, implements financial strategies to fund desired housing projects and programs.
- Analyzes permit activities related to affordable housing.
- Manages and implements a variety of housing assistance programs.
- Complies with mandatory reporting requirements.
- Makes presentations to the City Council and Planning Commission; attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of affordable housing and other services as they relate to the area of assignment.
- Prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects as assigned.
- Responds to difficult and sensitive public inquiries and complaints and assists with resolutions and alternative recommendations.
- Performs other duties as assigned.
- Develops and maintains a comprehensive housing records system.
- Consults with and make recommendations to the Community Development Director, City Manager, and other City departments regarding housing activities. Makes written, graphic, and oral presentations to decision-makers and outside agencies.
- Attends and represents the City at various housing meetings.
- Administers and supervises work performed by contract professional consultants.
- Manages division programs, budgets and staffing including the coordination of professional development.
- Supervises, trains, and evaluates professional, technical, and clerical subordinates.
- Supports the relationship between the City of Monterey and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City Staff.
- Maintains confidentiality of work-related issues and City information.
- Performs other job-related duties within the scope of this job classification as assigned.
Education: Completion of a Bachelor's degree from a college or university with major coursework in public administration, urban planning, or related fields. A Master's Degree is highly desirable and may be substituted for one year of professional experience. Experience: Six (6) years of progressively responsible professional housing experience, including two (2) years of supervisory experience. An equivalent combination of education and experience may be considered.
Knowledge of: Purposes, policies and procedures of the Planning Commission, City Council and other committees, commissions, associations, and regional governing bodies concerned with public planning. Principles, practices and trends in the areas of urban planning. Principles and practices of organization, administration, budget and personnel management. Applicable federal, state and local laws, rules and regulations relating to housing Statistical and research methods and techniques.
Skill in: Analyzing and making recommendations based on research findings, field observations and public contact. Establishing and maintaining effective relationships with other employees, City Officials and the public. Preparing and presenting clear, thorough written and oral reports. Planning the work of professional and technical staff in compilation of technical and statistical data, research, and the preparation of plans, reports and technical papers. Interpreting, applying and explaining laws, rules, ordinances, codes, and regulations governing land use and planning issues. Performing a variety of the most complex housing, research information development and report preparation assignments.
Physical Demands Standing & Walking – Primarily sedentary classification although standing in work areas and walking between work areas may be required. Sitting - Ability to work in a seated position at a computer station for extended periods of time. Lifting - Ability to safely lift up to 20 pounds; this requirement includes bending at the knees to facilitate proper lifting techniques Manual Dexterity - Ability to perform multiple work activities requiring a significant level of physical and mental coordination, such as operating a computer keyboard; copying, and adding machines; writing Visual – Ability to read printed materials and view a computer screen for long periods Hearing and Speech - Ability to communicate in person, before groups, and over the telephone. Mobility – Ability to work in a standard office setting and operate a motor vehicle to visit various meeting sites, reach, carry, push, pull, stoop, and bend.
Environmental Elements Employees primarily work in an office environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances. Employees may work in an additional office environment or in any building or structure within the service area that may include exposure to noise, dust, grease fumes, gases and potentially hazardous chemicals. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
Disaster Service Workers All City of Monterey employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
