JOB SUMMARY

Under the general direction of the Mayor's Office, the Human Resources/Safety/Compliance Clerk directs and administers the City's human resources functions, occupational safety and risk management programs, and regulatory compliance initiatives. This position ensures the City attracts, develops, and retains a qualified workforce; maintains a safe working environment across all municipal departments and facilities; and ensures City operations comply with applicable federal, state, and local employment, safety, and public-sector regulations. The Clerk serves as a key advisor to the Mayor, City Council, and department heads on workforce, safety, and compliance matters.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Direct the City's full-cycle human resources operations, including recruitment, selection, onboarding, classification and compensation, performance management, and separation processes.
  • Administer employee benefits and coordinate with the applicable municipal pension/retirement system (e.g., PERS or equivalent).
  • Develop, implement, and maintain citywide personnel policies and procedures consistent with municipal code, civil service rules, and applicable law.
  • Oversee workplace investigations, employee relations matters, and conflict resolution processes; provide guidance to department heads on disciplinary and performance issues.
  • Design, implement, and monitor citywide occupational safety programs, including hazard identification, safety training, and OSHA (or state-plan) compliance across all municipal departments (public works, parks and recreation, facilities, fleet, utilities, etc.).
  • Lead incident and accident investigations; conduct root cause analysis and implement corrective action plans to prevent recurrence.
  • Manage the City's workers' compensation program, including claims oversight, case management, and return-to-work coordination.
  • Track and report safety performance metrics (e.g., incident rates, TRIR, DART) to city leadership and, as required, to council or oversight bodies.
  • Ensure organizational compliance with federal and state employment law (e.g., FMLA, ADA, EEOC, FLSA) and applicable public records and records-retention requirements.
  • Coordinate with the City's risk management function and municipal insurance/risk pool on liability exposure, claims, and loss control.
  • Monitor and ensure compliance with grant requirements for grant-funded HR or safety programs; prepare related reporting.
  • Serve as liaison to state and federal regulatory agencies on HR, safety, and compliance matters.
  • Develop and manage the annual budget for HR, safety, and compliance functions.
  • Prepare reports and presentations for the Mayor and City Council as needed.
  • Perform other related duties as assigned.

  • Development and oversight of safety programs across diverse departments (street, sanitation, police, fire, administration)
  • Incident investigation, root cause analysis, and corrective action planning
  • Workers' compensation claims management and return-to-work programs
  • Safety training design and delivery (defensive driving, confined space, hazmat, etc., as applicable)
  • Safety metrics tracking and reporting to city leadership

Compliance & Risk Management

  • Employment law compliance (FMLA, ADA, EEOC, FLSA, and state/local equivalents)
  • Public records law and records retention requirements
  • Policy development consistent with municipal code and personnel rules
  • Risk management, liability mitigation, and coordination with municipal insurance/risk pools
  • Grant compliance and reporting where HR/safety programs are grant-funded
  • Regulatory reporting and liaison with state/federal agencies

Analytical & Administrative Skills

  • Budget development and management for HR, safety, and compliance functions
  • Data-driven reporting to the Mayor, City Council, or oversight boards
  • Project management across multiple departments and facilities
  • Clear written and verbal communication for policy, public presentations, and training

MINIMUM QUALIFICATIONS

Education & Experience:

  • Bachelor's degree in Human Resources, Public Administration, Business Administration, Occupational Safety, or a related field required; Master's degree desirable.
  • Minimum of five (5) years of progressively responsible experience in human resources management, with direct experience in occupational safety and regulatory compliance; public sector/municipal government experience strongly preferred.

Licenses & Certifications:

  • Valid driver's license in good standing.
  • Professional certification preferred, such as SHRM-CP/SCP, PHR/SPHR, or Certified Safety Professional (CSP)/Associate Safety Professional (ASP).

Knowledge, Skills & Abilities:

  • Working knowledge of municipal government structure, civil service systems, and public administration principles.
  • Thorough knowledge of federal and state employment law and OSHA/state-plan safety regulations.
  • Ability to analyze complex problems, develop sound recommendations, and communicate effectively with elected officials, staff, and the public.
  • Proficiency with HRIS platforms and standard office/productivity software.

WORKING CONDITIONS / PHYSICAL DEMANDS

Work is generally performed in a standard office environment with regular travel to City facilities and worksites to conduct safety inspections and investigations, which may involve exposure to varying weather conditions, machinery, and outdoor environments. May require attendance at evening City Council meetings or public events outside of standard business hours. No vehicle is provided for this position; standard mileage reimbursement is provided if no city vehicle is available for worksite visits.
