Project Procurement ManagerIntermoor, Acteon's Moorings and Anchors business line, provides project and operational management expertise to customers across the mooring lifecycle. By combining operational knowledge of mooring equipment, anchor handling and industry failure modes with subsea engineering expertise, we create a company unmatched within the mooring niche. This approach mitigates risks in delivery, installation and operations across the lifecycle, reducing mooring lifecycle costs and safeguarding major operations that protect start-up schedules when mooring and mooring intervention are on the project or production critical path. We're looking for an experienced Project Procurement Manager in Houston.The Project Procurement Manager leads project procurement from award through closeout, translating project requirements into coordinated sourcing, contracting, expediting, logistics, and supplier-management activities. Working with the Project Manager, Project Director, Project Cost Controller, Project Planner / Scheduler, Engineering, Operations, Finance, and Legal, the role secures required goods and services while protecting cost, schedule, quality, and commercial objectives.DutiesOwn the procurement plan, schedule, package strategy, and supplier approach for assigned projectsLead procurement packages from scope readiness through evaluation, award, delivery, and closeoutIntegrate technical, commercial, cost, schedule, quality, logistics, and operational inputs rather than functioning only as a buyerReport procurement status, commitments, lead times, supplier performance, risks, and decisionsProtect project objectives through competitive sourcing, suitable terms, change control, and supplier managementProvide project procurement leadership; routine purchasing may be completed by assigned buyers or authorized personnelMaintain the procurement plan, register, package list, sourcing strategy, responsibilities, and milestonesAlign procurement milestones and required-on-site dates with the Project Planner / Scheduler; identify exposure and recommend recovery actionsAlign budgets, commitments, forecasts, cash flow, changes, and reporting with the Project Cost ControllerLead competitive sourcing for major equipment, materials, subcontracted services, marine support, fabrication, logistics, and other project packagesLead commercial evaluations, coordinate technical evaluations, and prepare bid comparisons, recommendations, negotiation strategies, and award recordsWork with Legal and Project Management on supplier terms, protections, deliverables, warranties, insurance, liabilities, and flow-down requirementsMaintain complete records of quotations, evaluations, approvals, negotiations, awards, correspondence, and commitmentsLead critical-package meetings and monitor supplier engineering, documents, fabrication, inspection, testing, shipment, and deliveryMonitor supplier performance against cost, schedule, quality, technical, documentation, and HSE requirements and coordinate corrective actionProvide status reports, look-aheads, commitment forecasts, risk updates, and decision logs for project reviewsSupport audits, supplier reviews, warranty follow-up, final reconciliation, lessons learned, and package closeoutRequiredBachelor's degree in Supply Chain Management, Business Administration, Engineering, Construction Management, Finance, or related discipline. Equivalent experience may be consideredMinimum five years of project procurement, subcontracting, supply-chain, or commercial experience with complex packagesDemonstrated experience in sourcing, negotiation, commercial evaluation, supplier performance, expediting, and closeoutOffshore, marine construction, fabrication, energy, or EPC project experience is preferred.Strong knowledge of project procurement, sourcing, tendering, negotiation, subcontracting, expediting, supplier performance, and closeoutStrong commercial judgment, contract literacy, cost awareness, and ability to identify procurement and schedule riskAbility to lead cross-functional decisions and communicate clearly with internal functions, suppliers, and subcontractorsStrong planning, analysis, negotiation, documentation, and problem-solving skillsAdvanced Microsoft Excel for bid evaluations, spend and commitment analysis, PivotTables, charts, and reconciliationExperience with ERP and procurement systems such as Business Central/Navision, SAP, Oracle, or equivalentFamiliarity with Power BI, contract-management platforms, supplier portals, and document-management systems is preferredWorking knowledge of Microsoft Project or Primavera P6 is preferred
