About the Role

The Company is seeking a Vice President, Proposal Operations with a strong background in federal proposals to lead the transformation of its Proposal Center. The successful candidate will be tasked with building and elevating the organization to a best-in-class, high-performing standard. This role is pivotal in instilling execution discipline, managing a high-volume portfolio, and ensuring the team is prepared for complex, high-stakes pursuits. The VP will be responsible for end-to-end proposal execution, partnering with various functions to secure high-quality inputs, and driving continuous improvement through clear metrics. A key aspect of the role is to own the tools, templates, and knowledge base that make winning repeatable, and to support disciplined bid/no-bid decisions. Applicants must have a minimum of 15 years of federal proposal experience, with a proven track record of leading and building disciplined, high-volume proposal operations. Deep knowledge of proposal methodologies, color-team reviews, and federal acquisition and submission requirements is essential. The role requires outstanding people leadership skills, a partnership mindset toward independent governance and compliance oversight, and the ability to manage capacity across concurrent pursuits. The ideal candidate will have an active Top Secret security clearance and be adept at raising standards while building and developing their team.
