+A/C EQUIP MECHANIC

Job Summary This position is in the Office of Facilities Management, Directorate of Library Business Operations, District of Columbia Public Library (DCPL). The incumbent is responsible for performing mechanical and maintenance operations for the DCPL System, which includes the central library and twenty-one branch libraries, four community libraries throughout the District of Columbia. The Martin Luther King Memorial Library contains a steam‑reducing plant, more than 200 horsepower, three 300‑ton air‑conditioning chiller units, and numerous elevators. Duties and Responsibilities Ensures the proper mechanical operation, maintenance, and repair of heating, air conditioning, and ventilation systems; performs standard repairs of electrical and plumbing systems. Operates and maintains low‑pressure steam or hot‑water heating plant and its controls; makes periodic temperature checks, calibrates thermostats, and records readings. Cleans boiler as scheduled; lubricates electronic motors, compressors, and other equipment; prepares plant for annual inspection by the Department of Consumer and Regulatory Affairs. Operates and maintains air‑conditioning systems; tests operation, locates defects, repairs, cleans lubricates moving parts, tightens connections. Obtains needed plans, blueprints, materials, and tools; ensures stock is obtained. Communicates with branch librarians to assess needs and resolve problems. Posts license or other notices; inspects daily conditions and makes repairs. Supports leaders and supervisors in fostering management goals and efficient operations. Participates with staff in snow removal or emergency response. Performs all other related duties as assigned. Education and Experience A high school diploma or equivalent, in addition to a District of Columbia 3rd Class Engineers License and/or a DC Journeyman HVAC License, and a minimum of three (3) years of direct HVAC service experience, or one year at the next lower grade level. Considerable experience in installation, maintenance, or repair of HVAC systems is required. Knowledge of and ability to safely operate and maintain low‑pressure boilers and air‑conditioning systems. Knowledge of refrigeration cycles for commercial and industrial systems. Skill in dismantling, repairing, and reassembling units such as pumps, compressors, chillers, etc. Knowledge of principles and theories of air conditioning and refrigeration. Knowledge of building fire and safety codes and OSHA regulations. Ability to communicate effectively orally and in writing; read, write, and interpret instructions and procedures. Residency Requirement A person applying for a position who is a bona fide District resident at the time of application may receive a 10‑point residency preference. Such a person must present at least eight proofs of residency and maintain residency for seven consecutive years from appointment; failure to maintain residency forfeits employment. Enhanced Suitability Screening The position requires enhanced suitability screening, including criminal background check, traffic record check, consumer credit check, and mandatory drug and alcohol test. If previously employed under a Civil Service Retirement correction, contributions will resume upon re‑employment. Licenses and Certifications This position requires a 3rd Class Engineers License from Washington DC and/or a DC Journeyman HVAC License and a valid state‑issued driver’s license. Working Conditions / Environment Work is performed in adequately lit, heated, and air‑conditioned facilities, but may require outdoor work in all weather. Exposure to boiler bursts, chemical fumes, gas escapes, cuts, bruises, and asbestos‑containing materials is possible. Physical Effort Equipment may weigh up to 23 kilograms (50 pounds). Work requires hoisting, carrying, ladder and scaffold use, stooping, stretching, bending, and kneeling for extended periods. Other Significant Factors Emergency designation: position is designated as Essential; Essential employees must report during declared emergencies.
