Civil Engineer I/II

Job Summary: Supports the Town Engineer in the review of subdivision applications, development proposals, construction permits, and related engineering documents to ensure compliance with Town codes, standards, and infrastructure requirements. Responsibilities include coordinating with developers, consultants, and regulatory agencies throughout the development review process and contributing to the preparation and maintenance of Town engineering standards and specifications. Additionally, manages capital improvement projects from conception through construction, including planning, design, permitting, bidding, and construction administration. Duties include oversight of consultant teams and contractors for transportation, water, wastewater, stormwater, and other public infrastructure projects as assigned. Placement in the Engineer position is at the discretion of management and based on organizational needs and qualifications. Compensation depends on experience and certifications. The following serves as a general framework of the minimum requirements for placement at each level: Engineer I: Under close or general supervision, provides entry level Civil Engineer duties. Requires (1) bachelor’s degree in civil engineering; (2) enrolled as an Engineer Intern (EI) in the State of Colorado Engineer II: Under minimal supervision, provides mid‑advanced level Civil Engineer duties. Requires (1) bachelor’s degree in civil engineering; (2) 4+ years engineering experience; and (3) Colorado Professional Engineer (PE) License. Essential Functions: Development Review and Development Services Reviews subdivision applications, development permits, construction plans, and related engineering documents for compliance with Town codes, standards, infrastructure requirements, and applicable regulations. Coordinates the review of subdivision and development applications with Town departments, utility providers, consultants, regulatory agencies, and other stakeholders. Provides technical recommendations and presents findings related to development applications to the Planning and Zoning Commission, Town Council, and Town staff as needed. Administers the construction of public improvements associated with subdivision and development projects, including field inspections, review of testing results, preparation of punch lists, and coordination with developers, contractors, and consultants. Capital Improvement Program and Project Management Manages capital improvement projects from planning through construction, including project scoping, budgeting, scheduling, design, permitting, bidding, construction administration, and closeout. Prepares or oversees the preparation of engineering designs, construction drawings, cost estimates, specifications, and project schedules for Town capital improvement projects. Coordinates and reviews the work of engineering consultants, contractors, and other project team members to ensure project objectives, schedules, budgets, and quality standards are met. Assists the Town Engineer with long‑range planning and capital improvement programming for transportation, water, wastewater, stormwater, and other public infrastructure systems. Assists the Town Engineer in the preparation and administration of departmental budgets and the Capital Improvement Program. Customer Service and Organizational Support Assists the Town Engineer with responding to citizen inquiries, complaints, and requests regarding transportation, traffic safety, drainage, utilities, and other public infrastructure matters. Communicates effectively and professionally, both verbally and in writing, with Town staff, residents, elected officials, developers, contractors, consultants, utility providers, and local, state, and federal agencies. Demonstrates and promotes the Town's values of integrity, respect, commitment, responsibility, collaboration, and leadership. Engineer I requires enrollment as an Engineer Intern (EI) in the State of Colorado. Engineer II requires Professional Engineer (PE) License in the State of Colorado or the ability to obtain a Colorado PE License within 1 year. Engineer II requires minimum 4+ years of progressive engineering experience. Valid Colorado driver’s license and satisfactory driving record Knowledge of AutoCAD Civil 3D, ArcGIS, MUTCD, AASHTO standards is highly desirable. Knowledge, Skills and Abilities Required: Knowledge of contemporary civil engineering standards and practices particularly in the areas of roadway, water, wastewater, and drainage design. Ability to apply engineering standards to a wide range of design and construction problems. Ability to apply sound engineering judgment, particularly in the absence of written standards. Ability to read, analyze and interpret technical procedures or government regulations. Ability to write reports, business correspondence and procedure manuals. Ability to work with mathematical concepts such as probability and statistical inference, fundamentals of plan and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations Ability to apply logic and critical thinking skills to solve problems. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions, engineering plans and specifications furnished in written, oral, diagram or schedule form. Ability to effectively analyze problems, identify alternative solutions, project the consequences of proposed actions and implement recommendations in support of work plans and goals. Knowledge of traffic engineering is a plus. Knowledge of land surveying and plating practices. Knowledge of civil infrastructure construction materials, equipment, and techniques. Ability to effectively present information orally and in writing and respond to questions from groups of staff, vendors, citizens, design professionals, consultants, and elected officials. Ability to work productively on multiple projects and meet project goals and deadlines. Ability to prepare design and construction cost estimates for civil infrastructure projects. Skills in project management include scheduling, processing payment applications, negotiating change orders, and conflict resolution. Ability to use typical office computer software and use computer assistance engineering and design software and equipment to prepare engineering and design documents. Experience with ArcGIS a plus. Knowledge of CDOT design standards and project administration procedures a plus. Physical Requirements: While performing the duties of this job, the employee is regularly required to use hands and arms to handle, feel, reach; and talk, hear, taste or smell. The employee is frequently required to sit, stand walk, bend, stoop, kneel, crouch, crawl, climb or balance, walking on uneven ground. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Must be able to lift and carry moderately heavy materials, supplies, and equipment (25-50 lbs.) frequently; objects weighing 50-75 lbs. occasionally. Ability to participate in routine conversation in person or via telephone and to distinguish telephone, voice, and other auditory tones. Environment: Office environment with moderate noise conditions. Frequent travel to construction sites with exposure to unfavorable weather conditions. Exposure to dust, fumes, odors, moving parts and hazards associated with construction sites. Working within the public environment. Position Type and Expected Hours of Work This is a fulltime, benefits eligible position. Normal workdays are Monday through Friday, 40 hours/week, and daily working hours may vary as needed. May require evening and weekend hours. Ability to telecommute one day weekly.
