Title: Project Controls Planner/Scheduler Location: Richmond, KY Clearance: No Citizenship Requirement: US citizenship required. Req #: 4045 (3192) Salary: $126,000 - $176,000 Expected Contract Length: 5 months with potential for extension Project Overview Bechtel Parsons Blue Grass is the systems contractor selected by the Department of Defense’s Assembled Chemical Weapons Alternatives program to design, build, systemize, test, operate, and close a facility to destroy the chemical weapons stockpile at the Blue Grass Army Depot in Richmond, Kentucky. The Blue Grass Chemical Agent‑Destruction Pilot Plant (BGCAPP) will safely destroy 523 tons of mustard and nerve agent in projectiles and rockets. Neutralization followed by supercritical water oxidation is the technology selected by the Department of Defense to destroy the nerve agent, while the Explosive Destruction Technology will be used to destroy the mustard in the Blue Grass chemical weapons stockpile. Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject to and agree to random drug and alcohol testing as a condition of employment. Ability to obtain/maintain access to the Blue Grass Army Depot is required. Must be physically fit and able to work safely at an operating plant. Job Responsibilities The purpose of the Senior Planner Scheduler is to perform construction schedule development, maintenance, monitoring, and analysis of activities. Supports project organizational and administrative activities when delegated. Supervises planning/scheduling activities when delegated. Ensures work is completed as scheduled and identifies construction schedule‑associated cost trends for management attention. Obtain required schedule information from all disciplines and functions. Coordinate with all departments to ensure understanding of project schedule needs. Responsible for total integration of schedule activities. Identify restraints and their effect on the schedule. Identify schedule considerations and challenges resulting from inter‑discipline or functional restraints and interfaces. Monitor and report critical path and schedule performance. Conduct schedule analysis and study problem areas to determine the criticality of scheduled activities. Recommend alternatives for schedule improvement to the project team. Lead the development and review of schedule recovery plans, including evaluation of additional resources and costs required. Basic Qualifications Bachelor’s degree from an accredited university with at least 10–13 years of professional experience or a high school diploma or equivalent with 14–17 years of professional experience. This role requires U.S. citizenship and a facility‑specific clearance. Must complete and pass a pre‑employment drug screen and background check, including verification of employment and education. Advanced proficiency with Primavera P6 scheduling software. Experience performing, monitoring, and reviewing scheduling functions, including planning, critical path analysis, and schedule performance measurement. Good interpersonal teamwork and communication skills. Ability to work under pressure and with minimal supervision. Advanced proficiency in using Project Controls software applications such as Excel, Word, and PowerPoint. Demonstrated ability to work with people of varied backgrounds and objectives. Preferred Requirements Construction experience on large, complex Engineering, Procurement and Construction (EPC) jobs. Earned Value Management System experience on complex EPC jobs. Skill in identifying and analyzing issues and recommending corrective actions. Flexibility to respond to urgent project requests and changing priorities. Security & Compliance This project is subject to Army Regulations (AR50‑6 Chemical Surety) governing the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Eligibility requires U.S. citizenship. Candidates and incumbents must complete a personnel security investigation, urinalysis testing, medical exam, respiratory screening, and meet and maintain personnel suitability and reliability requirements established by Army Regulations. The position is designated as a Chemical Duty Position subject to CPRP and as an Unescorted Access Position (UAP).
