Deputy Chief Counsel

This position is located in the FMCSA Office of the Chief Counsel. The Deputy Chief Counsel provides oversight in the development and execution of the agency's comprehensive legal programs, policies, and services. Technical Qualifications (TQs) TQ 1: Demonstrated experience serving as a senior‑level legal expert on enforcement, regulatory, or legislative activities, including representing and defending positions pertaining to statutes and regulations to a variety of stakeholders inside and outside of government, in negotiation, litigation, briefings, public presentations, or other settings. TQ 2: Demonstrated senior management experience in planning, developing, administering, and directing an organization providing legal services; supervising attorneys and supporting staff; overall responsibility for short‑ and long‑range program planning; allocation of human and material resources; development of operational guidelines and policies; and creation of new methods and measures to solve complex management problems. Executive Core Qualifications (ECQs) In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed against the following five mandatory ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding – demonstrated knowledge of the American system of government and commitment to uphold the Constitution and the rule of law. ECQ 2: Driving Efficiency – demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence – demonstrated knowledge, ability, and technical competence to produce work of exceptional quality. ECQ 4: Leading People – demonstrated ability to lead and inspire a group toward meeting the organization’s vision, mission, and goals, and to drive a high‑performance, high‑accountability culture. ECQ 5: Achieving Results – demonstrated ability to achieve both individual and organizational results and to align results to stated goals from superiors.
