The incumbent provides command-wide program oversight, strategic policy formulation, and legal/financial administration for all Intragovernmental, Inter-Service, Intra-Service, and Inter-Agency Support Agreements (SAs). Additionally, the incumbent manages and monitors the command's WRM portfolio, ensuring assets, equipment, and consumables are accounted for, serviceable, and strategically positioned to support full-spectrum military operations.

Duties/Responsibilities:

• Provides senior advisor subject matter expertise and command-level program management of Support Agreements (SA), Acquisition and Cross Servicing Agreements (ACSA), War Reserve Materiel (WRM) and other Logistics programs as well as Installation Deployment Readiness.
• Serves as AETC subject matter expert relating to Logistics Readiness planning, deployment readiness, and Logistics deployment concepts to include integrating development of emerging Logistics concepts to enhance warfighter support, developing emerging USAF, Joint, interagency and multinational Logistics capabilities.
• Serves as the Command focal point for all War Reserve Materiel (WRM) consisting of enterprise-managed, strategically positioned equipment and consumables that support initial operations and initial sustainment across a full range of military operations.
• Serves as a senior representative and spokesperson in communicating A4/A4R Logistics programs and project matters.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11 , or equivalent in other pay systems. Examples of specialized experience include: Knowledge and skill in applying analytical and evaluative methods and techniques, together with the knowledge of pertinent policies, concepts and procedures affecting logistics functions to plan and evaluate effective logistics support for major programs or projects; Knowledge of Air Force and command organizational structures, missions, programs and functions; A thorough knowledge of the relationship of procurement, distribution, budgeting, funding, programming, maintenance, storage, and disposal of logistical operations is required; Knowledge of the Air Force Wide UTC Availability System, Joint Operational Planning and Execution System and the Deliberate and Crisis Action Planning System; Systems are used on a recurring basis to monitor and validate commandwide posturing and tasking of LRO and logistics plans UTCs, as well as the monitoring of key information during activation of the AETC CAT logistics cell; Knowledge of the process and policy for the development, coordination and publishing of MAJCOM supplements and command policy related to logistics functional management activities; Comprehensive knowledge of the logistics, readiness, and planning support needs of assigned programs, systems, personnel, and components.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Comprehensive knowledge of DoD and Air Force logistics management operations, support agreement procedures (MOA/MOU/DD 1144), base support structures, inter-service cost recovery models, federal fiscal law (the Economy Act, Stafford Act), G-Invoicing workflows, and Financial Improvement and Audit Readiness (FIAR) standards.
2. Broad knowledge of WRM guidelines, WCDO management, BAS&E site planning, and the tracking, inspection, and maintenance of strategically positioned consumables and equipment.
3. High-level skill in negotiating complex agreements, mediating operational disputes between senior military leaders/civilian directors, and resolving structural, multi-agency impasses.
4. Knowledge of logistics management information systems necessary for planning and executing deployment operations (e.g., Logistics Module (LOGMOD), Deliberate Crisis Action Planning and Execution Segment (DCAPES), Joint Operations Planning and Execution System (JOPES).
5. Knowledge of logistics planning and integration that involve planning, coordinating, or evaluating contingency support, logistics readiness deployment and execution, war reserve materiel management, base/expeditionary support, sustainment, redeployment, and mobility bags/small arms weapons, and command and control.
6. Skill in verbal and written communication to draft command supplementary regulations, staff complex legal packages, and deliver briefings directly to senior executives and general officers.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
