Assistant Executive Director

The Kandiyohi County Housing and Redevelopment Authority (KCHRA) welcomes applications from experienced candidates for its newly created Assistant Executive Director position.

KCHRA owns and/or manages 489 rental housing units consisting of HUD Public Housing, HUD Section 811, Long-Term Supportive Housing, Low-Income Housing Tax Credits, Rural Development and market rate units located in Kandiyohi and McLeod counties. It also administers or co-administers rental assistance programs including the HUD Housing Choice Voucher Program, State of Minnesota Bring It Home Program and the Southwest Minnesota Adult Mental Health Consortium's Bridges to Bridges Program. It provides homeowner and business loans through the Small Cities Development Program, a local Property Enhancement Program and the Kandiyohi County Housing Trust Fund. Finally, the HRA has been designated as a "Moving To Work" agency by the Department of Housing and Urban Development. This designation has been awarded to 139 of 3,300 public housing authorities in the United States who are allowed flexibility in their Housing Choice Voucher and Public Housing programs to test alternative rules with the goal of moving households to greater self-sufficiency while improving program efficiencies.


Job Description

The Assistant Executive Director supports the Executive Director by performing a broad range of duties related to overall agency operations and management. The position will be responsible for administering the Public Housing Program, the operations of other HRA owned properties and those owned by the McLeod County HRA. The position supervises the Housing Specialists working in assigned properties. In addition, the Assistant Executive Director assists the Executive Director with agency daily operations, planning and reporting.

POSITION STATUS: Exempt Position

MINIMUM QUALIFICATIONS/REQUIRED KNOWLEDGE AND ABILITIES:

1. Bachelor's degree in public administration, public planning or business administration/management with five (5) years rental housing management experience.
2. Must have working knowledge of the HUD Public Housing Program. Required to obtain Public Housing Manager Certification within one year of hire date.
3. Must be able to prioritize and organize workload, remove personal distractions and remain focused to ensure timely completion of accurate work.
4. Must have strong attention to detail.
5. Must have excellent writing skills to create complete, clear, concise documents such as internal policies, procedures, grant applications and communications to various audiences. Must be proficient at self-editing documents to revise, restructure and refine drafts independently ensuring correct spelling and proper use of grammar and punctuation.
6. Must have knowledge of internal control procedures.
7. Must have the ability to design, improve and implement policies and tracking systems.
8. Must have the ability to establish and maintain effective working relationships with others.
9. Must have the ability to operate a personal computer using HRA specific software programs and Microsoft Office 365 programs.
10. Must have the ability to attend trainings as requested and obtain certifications.
11. Must have the ability to communicate verbally, in written documents, and electronically in an effective, professional manner with a variety of audiences.
12. Must have the ability to read, comprehend, interpret and implement federal regulations and HRA policies.
13. Must have the ability to perform mathematical analysis and create spreadsheets to assist with analysis.
14. Must possess a valid driver's license.

ESSENTIAL JOB FUNCTIONS:

1. Act on behalf of the Executive Director in her/his absence.
2. Plans, manages and oversees the operations of the Public Housing Program and other assigned housing complexes ensuring property operations comply with funder regulations and policies. Develops, annually updates and implements all program policies and forms. Works cooperatively with Housing Specialists and the Maintenance Supervisor to ensure occupancy rates stay at 98% or greater. Monitors outstanding accounts receivable and oversees collection efforts. Prepares the annual and 5-year Public Housing Capital Improvement Program plans, implements the plans, ensures projects are complete within the Capital Fund obligation and expended deadlines and completes plan reporting in HUD's EPIC system. Prepares required environmental reviews and annual utility allowance review. Completes all HUD reporting for the Public Housing Program and prepares information for annual operating subsidy processing. Performs monthly quality control file reviews.
3. Develops the agency's Public Housing and Housing Choice Voucher annual plan, 5-year plan and Moving To Work Plan. Tracks Moving To Work activities, analyzes the effects of the program on clients and funding and prepares annual reports. Submits the plans to HUD within required formats and deadlines.
4. Assists the Executive Director in personnel administration including recruitment, selection, training, performance review, payroll processing and benefits administration.
5. Maintains records, prepares reports and composes correspondence relative to work.
6. Attends HRA Commissioner meetings and assists with preparing Board meeting documents such as meeting minutes and reports.
7. Assists the Executive Director in the development and implementation of other agency policies and procedures. Implements and trains staff.
8. Trains, supervises and evaluates assigned employees' work performance. Ensures staff are trained on the most recent HUD communications including program rules, PIH Notices and landlord/tenant laws.
9. Assists the Executive Director in the development, implementation of short- and long-term operational agency goals.
10. Assists the Executive Director in the development of annual budgets, grant applications and Requests for Proposals.
11. Represents the Kandiyohi County HRA at meetings as a part of community outreach and public relations.
12. Performs other tasks and works on special projects as assigned by the Executive Director.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this position.

1. Position work is predominantly performed in an office setting which requires prolonged periods of sitting at a desk and working on a computer. Inspection work is occasionally performed in residential units and outside which may expose the Position to uneven ground, slippery surfaces, infectious diseases, unsanitary or bug infested housing conditions, extreme heat, extreme cold/wetness, mold and mildew, lead based paint, asbestos, toxic chemicals, fumes and air borne particles.
2. Activities that occur occasionally (1-3 hours) are standing, walking, climbing and lifting. Must be able to navigate various housing developments, including walking on uneven terrain and climbing stairs during site inspections. Must be able to occasionally lift 15 pounds.
3. Activities that occur frequently (5-8 hours) are sitting, typing, writing, talking, hearing, using near vision, depth perception and driving. Must be able to travel to and between housing sites and attend off-site meetings as needed. Must have the ability to communicate effectively in person, by telephone and in writing. Must possess visual acuity to review documents, reports and electronic data.
