Lead Auditor
California Correctional Health Care Services
This position supports the California Department of Public Health's (CDPH) mission and strategic plan by enhancing and protecting CDPH's organizational value by assisting the Internal Audits Unit to provide risk-based and objective assurance, advice and insight. The Associate Management Auditor (AMA) works under the direction of the Staff Management Auditor and is responsible for a full range of journey level auditor duties including, conducting and leading sensitive and complex audits. Conducts financial, compliance, and performance audits in a timely and professional manner in accordance with The Institute of Internal Auditors (IIA) standards. The AMA will identify, evaluate and analyze statute, regulations, policies, procedures, and collect financial records, data files, employment data, contracts from various sources, and draw definitive conclusions supported in accordance with IIA standards. Performance of job duties may require up to 10% travel throughout California. Overnight business may require lifting bags up to 25 pounds of equipment such as computers, working papers, etc.
In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees' monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. - Knowledge of the Institute of Internal Auditors (IIA) Global Internal Audit Standards (Red Book).
- Knowledge of California's internal control requirements under the State Leadership Accountability Act (Gov. Code §13403) and relevant State Administrative Manual provisions.
- Ability to plan and perform risk based audits (desk and field) at the full journey level; design effective tests; evaluate internal controls; and develop clear, actionable recommendations.
- Ability to communicate complex audit findings, conclusions, and determinations clearly and concisely, both in writing and verbally, to diverse audiences; strong listening and inquiry skills.
- Strong interpersonal skills to build cooperative working relationships with program staff, leadership, and external partners; ability to collaborate and, when needed, lead components of an engagement team.
- Ability to independently research, interpret, and apply State and Federal regulations, policies, and funding requirements to audit criteria and testing.
- Proficiency in Microsoft 365 (Word, Excel, PowerPoint) and collaboration tools (Teams, SharePoint); exposure to data analytics tools (e.g., Power BI, TeamMate Analytics) is desirable.
- Ability to manage multiple assignments, shifting priorities, and deadlines while maintaining quality of work products
