Security Engineer

Job Description and Duties

Under the general direction of the Information Technology Manager I in the Enterprise Security Services Office (ESSO), Information Systems Security Management Section (ISSMS), the Information Technology Specialist I serves as a Governance, Risk, and Compliance (GRC) Specialist. In this role, the incumbent manages audit activities, works closely with information security auditors, and helps develop and maintain security policies, guidelines, and standards. The incumbent ensures FI$Cal remains compliant with industry best practices as well as state and federal security requirements.

The incumbent also collects and reviews documentation for audits and assessments, confirms that procedures follow FI$Cal security policies, and provides guidance to department units as they develop their own procedures.

Although the primary focus of this position is in the Information Security Engineering domain, work may be assigned in other domains when needed.

Please note that to be list appointed for placement in the Information Technology Specialist I or the Information Technology Associate classifications, you must take and pass the Information Technology Specialist I examination or the Information Technology Associate examination . Training and Development assignments are being accepted for this position.

Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. Working Conditions

At FI$Cal, we are compliant with the Governors executive order, N22-025, requiring staff to be in office 4 or more days per week. In-office attendance is mandatory on designated days and is subject to change. Our office is located at 2000 Evergreen Street, Sacramento, CA. Candidates residing outside of California are welcome to interview, but proof of California residency is required before appointment. Please note, relocation and commute expenses are the responsibility of the employee.

This position requires prolonged sitting in an office-setting environment with the use of a personal computer. Employees must demonstrate a commitment to maintain a working environment free from discrimination and sexual harassment. All staff must maintain regular, consistent, predictable attendance, maintain good working habits and adhere to all policies and procedures.

• The position(s) require(s) a Background Investigation be cleared prior to being hired.

• The incumbent provides back-up, as necessary, to ensure continuity of departmental activities.

• Experience in carrying out compliance activities.
• Experience in handling compliance audit.
• Hands-on experience in developing, reviewing policy and procedure documents.
• Excellent written communication skills.
• Competency in Microsoft Office suite (Word, Excel, PowerPoint)
• Experience in communicating, collaboration and coordinating with people across multiple business functions.
• Good overall understanding of variety of business functions in an organization.
• Excellent verbal communication skills.
