Job Description:
Education/ Certification Mandatory:
- Bachelor's degree. Recommended baseline; confirm against the mapped OASIS+ SB LCAT description.
Work Experience Mandatory:
- 5 to 7 years of relevant experience, including 3+ years directly supervising FOIA, privacy, records, or document-processing teams of 20 or more staff.
- Hands-on Federal FOIA and Privacy Act processing experience with expert knowledge of the nine FOIA exemptions and Privacy Act access and verification rules (6 CFR 5.21(d)).
- Demonstrated management to quantitative production and quality standards, including throughput measures and error-rate standards.
- Experience with a Federal FOIA case management system (the SOW references the Department FOIA processing system and 'FX' review logs; FOIAXpress experience strongly preferred).
- Experience running daily on-site operations, workload assignment, timekeeping, quality control, and escalation in a Government facility.
- Must be available at award and committed in writing in the quote.
Education/Certifications Nice To Have:
- PMP or CAPM; DOJ OIP or ASAP FOIA training; IAPP CIPP/G .
Work Experience Nice To Have:
- Prior DHS Privacy Office, CBP FOIA, or DHS Component FOIA operations; experience with backlog reduction; experience supporting FOIA appeals and litigation deadlines; experience with PRIVCATS or comparable compliance artifact tracking; experience managing a mixed on-site and telework workforce under COR-approved telework rules.
Roles And Responsibilities:
- Designated Key Personnel providing on-site, day-to-day operational management of the delivery team at St. Elizabeths.
- Direct daily execution across FOIA processing, privacy compliance, oversight, and administrative support; assign and balance workload across analysts and technical specialists.
- Enforce the SOW 2.12 performance measure tables for initial request processing, CBP records processing, and litigation and appeals processing.
- Ensure cases submitted for Federal review are 100% complete and 95% error free; manage rework on cases returned for exceeding the 6% page correction threshold.
- Hold the team to redaction throughput of 200 pages per day and 1,000 pages per week minimum across assigned records, within the stated plus or minus 5% tolerance.
- Verify acknowledgement within 2 business days of a perfected request, component tasking within 2 days of assignment, a 10 business day component search window, and at least weekly follow-up on outstanding search taskers with case notes recorded.
- Confirm records are reviewed for responsiveness and de-duplication and uploaded within 7 days, and that redaction starts within 2 days of upload to the review log.
- Ensure daily upload of correspondence, complete and accurate case notes, and weekly status case notes on every assigned request.
- Oversee appeals and litigation support, including 1-day litigation writeups, component equity review at 750 pages per 8 hours, and release by court deadlines.
- Maintain daily working communication with the COR; escalate emerging problems at the bi-weekly progress meetings.
- Feed content to the Monthly Status Report and maintain the self-report tracking of work not captured in the processing system.
- Manage onboarding, security package submission, training completion, badge control, separations, and the separation checklist for the on-site team.
- Maintain continuity of operations and coverage during leave and absences; execute surge staffing when the Government exercises surge.
- Serve as the sole channel for situational telework requests to the COR and confirm teleworking staff are reachable by phone and on DHS GFE via VPN.
- Ensure contractor personnel identify themselves as contractors, display badges above the waist, and comply with facility conduct and security rules.
