EXPLOSIVES SAFETY SPECIALIST

The primary purpose of this position is to serve as explosives safety manager for Combat Air Force (CAF) nuclear surety and convention munitions policies, procedures and inspections. Responsible for unit evaluations, inspection program manager planning,organizing, administering and evaluating programs involving diverse environmental, nuclear, explosives. Responsibilities Serves as the Combat Air Force (CAF) Explosives Safety Manager with duties, responsibilities, and authorities to oversee, manage, plan, develop, organize, administer, evaluate, and coordinate comprehensive Federal, DoD, and Air Force nuclear and weapons safety programs engaged in very complex activities which critically affect a MAJCOM military readiness program. Provides technical and policy CAF weapons safety expertise regarding Federal, DoD, DoE, DoT, NATO, Host Nation, and Air Force safety criteria with responsibility covering diverse weapons systems and a large population spanning an entire command program which includes personnel and resources throughout the United States and abroad. Expert knowledge of Federal, DoD, DoE, DoT, NATO, Host Nation, and Air Force, and other safety Expert knowledge of Federal, DoD, DoE, DoT, NATO, Host Nation, and Air Force, and other safety Expert knowledge of Federal, DoD, DoE, DoT, NATO, Host Nation, and Air Force, and other safety principles, laws, regulations, and precedent decisions to manage CAF nuclear and explosives safety program exclusively or to assist the Air Force program manager in providing technical and/or policy guidance. Exercises command-wide responsibility for CAF nuclear and explosives mishap response and investigation, to include planning, directing, and advising, on all nuclear and explosives safety related events as required by Federal, DoD, and Air Force instructions, directives, policies, standards, and requirements. Develops and coordinates technical safety training/instructions for subordinate units/organizations. Responsible for unit evaluations and inspections of weapons/weapons systems for a command safety program covering widely dispersed and diversified activities. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of nuclear and explosives safety principles, practices and procedures, body of laws, regulations, and precedent decisions applicable to a broad range of high explosive safety risk civilian and military activities. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of Federal, DoD, DoE, DoT, NATO, Host Nation, and Air Force safety principles, practices, procedures, laws, regulations, and current legislative issues which provide the capability to recommend substantive program changes or alternative new courses of managerial action requiring the extension and modification of existing weapons and explosives safety techniques critical to the resolution of weapons safety management problems as well as plan, develop, implement, and coordinate a AFRC weapons safety program. 2. Knowledge of Federal, DoD, DoE, DoT, NATO, Host Nation, and Air Force weapons safety requirements, methods, techniques, and procedures which includes: munitions maintenance, loading/unloading explosives, missile handling, weapon's firing ranges, combat training, sited explosives storage areas, transportation/handling of hazardous materials for operational explosives storage locations, safety awards, and weapons safety education, and risk assessment, accident and mishap investigation and reporting; etc. 3. Knowledge of organizational and functional responsibilities and operations of the employing organization to identify problems and develop innovative solutions and the ability to research, analyze, interpret and apply rules, regulations, and procedures, plan and organize work. 4. Knowledge of construction standards, methods, practices and techniques, materials, and equipment to determine compliance with regulations and standards. 5. Ability to coordinate and integrate the work activities of several organizational segments or several different projects and to adjust work operations to meet emergency, changing program, or production requirements within available resources and with minimum sacrifice of quantity or quality o fwork. 6. Ability to deal with widely diverse individuals and groups in gaining support for program goals and working out solutions to problems as well as gaining cooperation from others through tact, courtesy, diplomacy, and consensus and to communicate effectively both orally and in writing as well as to use computer software programs. 7. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
