Position Overview

TACFI Consulting is seeking experienced Medical Chemical, Biological, Radiological, and Nuclear (CBRN) Program Analysts / Subject Matter Experts to support the Air Force Medical Command (AFMEDCOM), A4/10C mission at Defense Health Headquarters in Falls Church, Virginia.

The successful candidate will provide technical, analytical, and programmatic expertise supporting Department of the Air Force medical CBRN requirements, readiness, consequence management, emergency preparedness, and operational response. This position will directly support the development and execution of medical CBRN capabilities designed to enable installation, homeland, and expeditionary/deployed medical response.

Key Responsibilities

The Medical CBRN Program Analyst / SME will:

• Research, analyze, document, and recommend solutions to medical CBRN issues affecting Department of the Air Force organizations, Joint Base Military Treatment Facilities, and Major Commands.
• Review DAF, joint, multi-service, and mission-essential tasks, doctrine, policies, publications, and requirements related to medical CBRN operations.
• Provide subject matter expertise supporting the development of CBRN strategies, policies, tactics, techniques, and procedures.
• Coordinate with Department of Defense organizations, other military Services, federal agencies, and external stakeholders to develop and provide guidance concerning Air Force Medical Service CBRN support.
• Analyze medical CBRN threats and recommend appropriate medical countermeasures.
• Identify capability gaps and develop requirements documentation supporting modernization and acquisition of materiel and non-materiel solutions.
• Research and analyze CBRN intelligence and prepare briefings, reports, recommendations, and other decision-support products.
• Provide day-to-day operational support to AFMEDCOM medical CBRN programs.
• Participate in CBRN exercises and training events used to validate and certify medical CBRN capabilities.
• Analyze the impact of CBRN threats on the Integrated CONUS Medical Operations Plan and High Consequence Infectious Disease operations.
• Coordinate, as required, with organizations including Air Combat Command and Air Mobility Command Surgeon General offices.
• Support workflow analysis, business-process improvement, program development, strategic planning, and program evaluation.
  

Required Qualifications

Candidates must possess:

• Experience supporting medical CBRN programs, operations, or requirements development.
• Familiarity with Chemical, Biological, Radiological, and Nuclear defense and consequence-management concepts.
• Department of Defense experience or comparable senior-level expertise involving:
  • Strategic planning
  • Program development
  • Program evaluation
  • Organizational or stakeholder engagement
• Experience performing workflow analysis and business-process reengineering.
• Demonstrated ability to manage multiple projects, priorities, and deadlines simultaneously.
• Strong research, analytical, written communication, briefing, and organizational skills.
• Proficiency with Microsoft Office applications, including Microsoft Project, and internet-based research tools.
• Experience with medical CBRN response.
• Familiarity with:
  • National Incident Management System (NIMS)
  • Hospital Incident Command System (HICS)
  • Homeland Security Exercise and Evaluation Program (HSEEP)
• Ability to obtain and maintain required Government system and installation access.
• Active Secret security clearance / Tier 3 eligibility appropriate for the position.
  

Preferred Qualifications

Experience with the following is highly desirable:

• Air Force Medical Service or AFMEDCOM organizations.
• CBRN requirements development or capability modernization.
• Medical readiness and emergency preparedness programs.
• Joint or Service-level CBRN policy and doctrine development.
• Integrated CONUS Medical Operations planning.
• High Consequence Infectious Disease preparedness or response.
• CBRN intelligence analysis.
• Military or Government exercise planning, execution, validation, or certification.
• Microsoft Visio and emerging analytical technologies, including large language models.
  

Work Location & Schedule

This position is primarily performed on-site at Defense Health Headquarters, 7700 Arlington Boulevard, Falls Church, VA 22042. Personnel may occasionally be required to attend meetings, briefings, or training at the Pentagon or other locations throughout the Washington, D.C. area.

Normal duty hours are 7:30 a.m. to 4:30 p.m., Monday through Friday, excluding Federal holidays and designated Government closure day.

Authorized telework only on an ad hoc or situational basis with Government approval. Routine or full-time remote work is not authorized.

Travel

Periodic travel may be required in support of program activities, exercises, meetings, and other mission requirements. Travel is anticipated primarily within the Continental United States; however, overseas travel may occasionally be required.

Security Requirements

Personnel will operate in environments involving both classified and unclassified Department of Defense information and may require access to SIPRNET, CUI, and OPSEC-sensitive information. Candidates must comply with all applicable DoD and Air Force personnel, information, operational, and physical-security requirements and will be required to execute a Government nondisclosure agreement before beginning performance.
