Chief of Real Property – Job Description The 0953 Deputy Assessor of Operations appoints the 0931 Chief of Real Property (“Chief”) as a senior leadership member in the Office of the Assessor‑Recorder. The Chief supervises the day‑to‑day operations of the Real Property Section, ensuring that appraisers, analysts, and clerical staff accurately value property for tax purposes and maintain compliance with California law. Essential Duties Use performance data to plan, organize, and administer the activities of a subsection of the Real Property Division to achieve maximum operational efficiency, improve technical performance, and reduce overall operating costs. Ensure timely, accurate, and efficient customer service to the general public via in‑person, telephone, mail, and email interactions. Coordinate with internal and external stakeholders—including the City Attorney’s Office, the State Board of Equalization, the Assessment Appeals Board, and other city departments—to resolve complex real‑property‑tax issues under stressful conditions. Provide training, monitoring, evaluation, and coaching to subordinate employees in the Real Property Division to meet service expectations and improve performance. Interpret and enforce California Revenue and Taxation Codes, city ordinances, and regulations governing real‑property taxes and assessments. Supervise the use of real‑property assessment and appraisal systems; verify complex accounting, financial, and operational records; and review procedures to incorporate technology and policy changes. Implement division strategic goals, objectives, performance measures, policies, procedures, and guidelines; and contribute to their development. Maintain taxpayer records and operational reports per state and local law; properly utilize the department’s document‑management system. Participate in the department’s Management Team, developing and implementing strategic plans, goals, and objectives. Assist in maintaining the department’s website to ensure the general public, especially non‑English‑speaking taxpayers, has timely access to information on real‑property assessments. Analyze proposed legislative changes to property‑tax laws, assessing operational impact and making recommendations. Work with other managers and staff to evaluate and implement goals, responsibilities, policies, and procedures for the division and department. Coordinate with the Information Technology division to develop, implement, and operate new property‑tax software solutions. Qualifications Education: Possession of a baccalaureate degree in Real Estate, Finance, Accounting, Business, Public Administration, Economics, Political Science, or a closely related field. Experience: Six (6) years of professional experience in the appraisal and assessment of real property for property‑tax purposes, including at least two (2) years appraising large commercial, industrial, or income‑producing properties and three (3) years supervising professional staff. Substitution: Up to two (2) years of qualifying professional experience in real‑property appraisal or assessment may substitute for the required education on a year‑for‑year basis. Desirable Qualifications: Extensive leadership experience in real‑property appraisal, assessment, or valuation within a government agency. Experience managing complex assessments involving large commercial, industrial, or income‑producing properties. Five (5) or more years supervising professional staff in a high‑volume appraisal or property‑tax environment. Demonstrated ability to lead in a data‑driven culture, bridging analytics and strategic, human‑centered decision‑making.
