Job Summary The Procurement Specialist provides technical assistance, counseling, and training to businesses seeking to sell products or services to federal, state, and local government agencies. The role supports Maryland APEX’s mission to help businesses understand government contracting requirements and successfully compete in the public‑sector marketplace. Responsibilities 80% Government Contracting Advising – deliver one‑on‑one counseling (in person, virtual, phone, or email) to assess client readiness, capacity, and training needs; provide market research support; interpret contracting laws and regulations (FAR, DFARS, SBA Regulations, Maryland State and local regulations); advise on bid and proposal preparation, SAM.gov registration, government certifications, and electronic procurement systems; meet performance goals related to counseling hours, new clients, and DOD metrics. 20% Training & Client Outreach – present seminars, workshops, and matchmaking outreach events to educate businesses on government contracting; maintain contact with active clients, re‑engage inactive ones, and identify new businesses through research tools such as SAM.gov and USA Spending. Qualifications Education: Bachelor’s degree from an accredited college or university. Master’s degree in business, procurement, or government contracting preferred. Experience: 5–10 years of relevant small business program experience, with at least 3 years in a related field; experience working with established businesses; professional procurement certification (e.g., NCMA, NGIP) preferred. Skills: Strong knowledge of government procurement processes, regulations, and systems; excellent oral and written communication; research, analysis, and interpretation of complex regulatory requirements; ability to work independently in a performance‑based environment. Additional Requirements: Bilingual candidates preferred; proficiency with database software; ability to travel within the state and occasionally out of state for professional development and conferences; valid driver’s license. Telework is available for this position, but frequent in‑person meetings and travel are required. Travel and Work Environment Frequent travel within the local community and surrounding regions to conduct on‑site counseling sessions, visit local businesses, and participate in outreach activities; occasional travel outside the state for professional development, statewide APEX conferences, and national conferences. Compensation Salary Range: $70,000 – $85,000. Benefits Participates in the Staff Contractual CII benefits program. Additional benefits are available for eligible staff.
