Program/Project Ops II

POSITION SUMMARY

Project Manager – Enhanced Polar System Operations and Maintenance II (EPS OMII) program, Colorado Springs, CO (up to 25% travel to Clear Space Force Station, AK). Requires an active Top Secret clearance with SCI eligibility. Oversees logistics, installations, upgrades, and project coordination for EPS OMII, working closely with stakeholders including USSTRATCOM, Space Operations Command, and Naval Submarine Forces. Acts as the primary project management representative, facilitating operations with multiple Program Management Offices, coordinating Authorized Service Interruptions (ASIs), managing lifecycle schedules, and ensuring alignment across EPS and EPS‑R. Secondary responsibilities include providing payload operations support and communications planning.

ESSENTIAL JOB FUNCTIONS

Lead and coordinate complex project initiatives. Organize ASIs and support future project integrations for the EPS Control and Planning Segment (CAPS) and Gateway segment. Engage strategic-level customers (e.g., USSTRATCOM) to ensure seamless project delivery. Coordinate logistics activities with Program Offices and Level II depot support, maintaining precise schedules and timelines. Keep stakeholders informed of activities, resources, and timelines, identifying and mitigating risks as needed. Maintain sustainment schedules for EPS and future EPS‑R program phases, supporting the global nuclear SATCOM community. Develop and present strong cases for EPS and EPS‑R resource needs, articulating stakeholder positions. Anticipate potential roadblocks and facilitate solutions to enable project success and operational efficiency. Maintain oversight of designated functional areas to support Clear SFS site operations. Support procedure development, data analysis, and related activities as directed. Support EPS/EPS‑R operations as needed for surge situations and normal operations. Maintain proficiency and certification on the EPS/EPS‑R mission systems.

EDUCATION / TRAINING

Required: IAT Level II Certification upon hire (CompTIA Security+ preferred or equivalent). Minimum: Bachelor’s Degree in a relevant field. Preferred: Project Management Professional (PMP) certification. Management Experience: Demonstrated experience leading and managing complex operations and logistics support of ad‑hoc projects.

EXPERIENCE

6 years of experience in management and operations within DoD/USG strategic communities, with at least 3 years in project management. Familiarity with FAR/DFARS. Demonstrated ability to lead and support cross‑functional teams across DoD. Experience with operations center workflows.

SKILLS / ABILITIES

Project synchronization: Drive multiple PMOs and units toward unified objectives, synchronizing resources and coordinating projects. Exceptional written and verbal communication skills; experienced in facilitating meetings, briefings, and documentation. Familiarity with Microsoft Project, Primavera, or similar scheduling tools. Experience with collaboration platforms such as SharePoint or Teams. Project Management Professional (PMP) certification is preferred.

PHYSICAL DEMANDS

Stand and sit for prolonged periods; bend, stoop, climb, reach, stretch, kneel, and squat. Perform repetitive tasks or motions for prolonged periods. Carry up to 50 pounds and push or pull 50-pound loads. Work in confined spaces, ascend or descend ladders, and traverse scaffolding. Work while wearing personal protective equipment (PPE).

WORK ENVIRONMENT

Onsite at an Aleut location, Schriever SFB, CO or Clear SFS, AK. Indoor office environment and outdoor environments under all weather conditions. Potential exposure to electrical or mechanical hazards, elevated work areas, confined spaces, and electromagnetic frequency radiation.

SPECIAL REQUIREMENTS

Valid and unrestricted driver’s license. Pass pre‑employment background screening and random drug screening. US Citizen with a current Top Secret clearance with SCI eligibility. Available for a flexible work schedule, including nights, weekends, and holidays. Maintain a current IAT Level II CompTIA Security+ certification (or equivalent).

SALARY RANGE $95,000–$125,000
