Residential Building Inspector Interim The position is formerly known as Housing Inspector. Under the supervision of the Commissioner of the Division of Code Enforcement and the Bureau Manager – Building, the incumbent will make inspections of One‑, Two‑, and Three‑Family Dwellings during construction to ensure compliance with laws, ordinances, rules, and regulations concerning construction, alteration, movement, enlargement, replacement, repair, equipment, use, occupancy, location, maintenance, removal, and demolition. The role also includes related duties pertaining to enforcement of the Cleveland Housing Code, Cleveland Zoning Code, and the Ohio Residential Code. Job classification utilizes the working titles of Residential Building Inspector I, II, and III, depending on experience, certifications, and examinations. A High School Diploma or GED is required. A valid State of Ohio Driver’s License is required. Qualifications: Three years of experience employed as a contractor or construction supervisor for residential or non‑residential buildings or structures regulated by the rules of the board, or experience as specified in section 103.3.3.OR; or skilled tradesman for work subject to inspection under a code adopted for buildings or structures regulated by this code or the OBC OR; or successful completion of a trainee program pursuant to section 103.3.9. State of Ohio Board of Building Standards (OBBS) certification as a Residential Building Inspector is required and must be maintained throughout employment (except for Residential Building Inspector I, where Interim Certifications are required). Residential Building Inspector I: OBBS interim certification as a Residential Building Inspector required, full certification preferred. Residential Building Inspector II: Two years of experience as a Residential Building Inspector I required; OBBS certification required; must have passed the M1 Residential Mechanical Inspector examination through the International Code Council (ICC) OR the 4A Mechanical One- and Two-Family Dwelling through the National Certification Program for Construction Code Inspectors (NCPCCI). Residential Building Inspector III: One year of experience as a Residential Building Inspector II required; OBBS certification required; must have passed the P1 Residential Plumbing Inspector examination through the ICC OR the 5A Plumbing One- and Two-Family Dwelling examination through NCPCCI.
