Job Summary

Provides leadership on multiple medium and large internal IT or business projects, including financial, scope, schedule, and risk management responsibilities. Creates and executes project work plans, revising them as needed to meet changing needs and adapt to established project management processes and methodology. Responsible for the overall direction, coordination, implementation, execution, control, and completion of business projects, ensuring consistency with company strategy, commitments, and goals. Directs, manages, plans, and administers the operational and administrative activities of assigned IT and business project teams. Works across multiple business areas to manage both IT and business deliverables. Participates in PMO process improvement initiatives and supports onboarding for new PM staff.

Essential Job Responsibilities

Communication & Stakeholder Management (25%) — Develops a communication plan to keep the project team, customers, and project sponsors continuously informed on project status.

Resource & Risk Management (10%) — Identifies resources needed to complete work and collaborates with resource managers to assemble the right skills and teams. Manages issues, risks, and changes using PMO-approved processes and tools.

Scheduling & Delivery (15%) — Determines project schedules, identifies the critical path and potential risks, and applies delivery methodology and scheduling standards across project teams. Leads the project team in maintaining work plans and drafting required deliverables.

Reviews & Reporting (10%) — Facilitates and participates in project reviews and retrospectives; provides information for audits, status reports, and executive review meetings.

Financial Management (15%) — Forecasts, manages, and reports on project financials, planned vs. actual schedule, and resource utilization. Applies understanding of basic revenue models and cost-to-completion projections to inform decisions.

Procurement & Funding (15%) — Manages development and processing of funding documentation to meet finance and PMO requirements. Partners with Strategic Sourcing and Contracts teams to prepare RFPs, MSAs, and SOWs.

Process Improvement (5%) — Participates in process improvement initiatives and PMO onboarding activities.

Minimum Requirements & Qualifications

Education Bachelor's degree in Computer Science or a related discipline, and/or equivalent experience.

Training PMP certification preferred, and/or equivalent experience.

Knowledge & Skills

Strong leadership, judgment, and ability to influence clients, team members, management, and external groups

Ability to quickly understand business/client environments, systems, connectivity, and technology alternatives

Strong general business acumen

Excellent written and verbal communication skills

Extensive knowledge of project management and systems development lifecycles (Iterative, Agile, Waterfall, etc.)

Extensive knowledge of project management tools, techniques, and best practices

Ability to lead a team through all phases of complex assignments

Strong analytical, problem-solving, and planning ability

Ability to interact effectively with senior management

Understanding of basic revenue models and cost-to-completion projections

Experience driving process improvement

Technical Skills

Advanced proficiency in MS Office Suite (Visio, Excel, PowerPoint, Outlook, etc.)

Working knowledge of applications, databases, networking, telecommunications, connectivity, and security/compliance

Basic familiarity with Clarity or similar Portfolio/Program Management software

Experience

5+ years of Project Management experience, including team development

5+ years in an information technology capacity, with understanding of applications, databases, networking, telecommunications, and connectivity

Equivalent experience may be accepted in lieu of the education requirement

Role Complexity

Decision-Making Authority Full authority within approved project scope, schedule, and budget, with team input. Escalates key decisions to executive/senior leadership as appropriate, with documentation per PM processes.

Autonomy Full autonomy within approved scope, schedule, and budget, including development of work plans and communication plans. Requires direction from the project's executive sponsor on decisions affecting schedule, cost, or budget outside approved bounds.

Organizational Impact High impact — responsible for multiple projects of varying size; decisions directly affect resource workloads and the delivery of key business benefits.

Supervisory Responsibility No direct reports; matrix supervisory responsibility for project teams ranging from 5 to 75 people.

Scope & Financial Responsibility Responsible for the schedule, scope, and financial cost of assigned projects. Project durations range from several months to multi-year initiatives. Financial scope can reach several million dollars, with complexity and visibility varying based on technology, vendor engagement, project approach, and business impact on revenue and profit/expense.
