Requisition No: 878539 • Agency: Department of Health • Working Title: OPS ENVIRONMENTAL HEALTH SPECIALIST – 64858526 Responsibilities Perform specialized professional environmental work in the Onsite Sewage Program (OSP) and Facilities Programs, including inspections, site evaluations, research, permit application and project reviews for new and existing septic tank installations and repair permits for failing systems. Conduct inspections and issue permits for aerobic treatment units and performance-based systems. Initiate enforcement actions by drafting non‑compliance and warning letters. Investigate sanitary nuisance and other septic related complaints, gather evidence for legal actions, and prepare reports. Inspect new and existing septic tank installations, complete paperwork, notify installers/applicants, and conduct site evaluations for permit applications. Coordinate review and evaluation of proposed systems for consistency with department laws and regulations; issue permits or denial letters after site test completion. Inspect failing septic systems and issue repair permits after investigation. Inspect regulated systems to ensure compliance with regulations, including septage haulers, portable toilet operations, septage land application areas, and lime stabilization. Review federal and state environmental health laws and regulations for compliance, prepare reports, and recommend actions. Conduct animal bite investigations, prepare incident reports, and serve as liaison with Hernando County Animal Services, law enforcement, medical and veterinary offices, and the public. Conduct inspections of biomedical waste facilities, approve initial licenses, monitor compliance, and provide educational programs. Inspect food service establishments, investigate food‑borne illness complaints, and approve initial licenses. Inspect mobile home/RV parks, recreational camps, and migrant labor camps, approving initial licenses. Inspect group care facilities for code compliance. Inspect swimming pools, provide education and training to operators. Inspect limited‑use water supply systems and sanitary surveys; collect bacteriological and chemical samples, perform well site inspections, surveys, and main clearances; coordinate with other agencies. Collect water samples for the Coastal Beach Monitoring (Healthy Beaches) program. Inspect body piercing, tattooing, and tanning facilities for code compliance. Assist Environmental Health staff with investigations and evaluations, attend training sessions, review laws for projected impact, perform related duties as requested, and safeguard confidentiality of information. Required Knowledge, Skills, and Abilities Reading comprehension, mathematics, science, active learning, information gathering, idea generation, idea evaluation, information organization, problem identification, verbal and written communication, critical thinking, equipment selection, computer skills, report writing, organizational. Qualifications Bachelor's degree in environmental health, environmental science, or a physical or biological science with at least 30 semester hours or 40 quarter hours (Chemistry, Biology, Physics or Physical Science, Health Science, Earth Science, Environmental Science, Epidemiology or Biostatistics). Time and experience do not substitute for required education. Exposure to outdoor elements and ability to lift/pull 65 pounds. Must be able to perform duties under these conditions with or without reasonable accommodation. Valid Florida driver’s license or ability to obtain one within 30 days of hire. Must be certified in the Onsite Sewage Program within 6 months of hire (or obtain required food certification). Certification requires meeting educational requirements.
