The City of Oxnard's Public Works Department, Environmental Resources Division, is seeking a Resource Recovery Outreach Specialist to support the City's recycling, organics diversion, contamination reduction, sustainability, and public outreach programs. The ideal candidate will possess strong communication, customer service, technical, organizational, and field engagement skills, and the ability to interact effectively with residents, businesses, contractors, and community stakeholders in both office and field environments. The position provides technical, administrative, analytical, and operational support to the Resource Recovery Supervisor and Environmental Resources management staff and assists with program implementation, outreach coordination, reporting, data tracking, grant support, and special projects as assigned. Demonstrates a full understanding of applicable policies, procedures, safety practices, and work methods associated with assigned duties and performs related work as required. WHAT YOU'LL DO:
DISTINGUISHING CHARACTERISTICS:
This classification is distinguished from the Administrative Services Coordinator/Support Supervisor in that it performs professional financial, managerial and/or operational analysis work and/or provides professional program analysis, evaluation and administration.
SUPERVISION EXERCISED/ SUPERVISION RECEIVED: Incumbents may serve as a lead worker, assigning work and monitoring work completion. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management. WORK SCHEDULE: The normal work week is Monday through Thursday, 8:00 am to 6:00 pm, and alternating Fridays, 8:00 am to 5:00 pm. Depending on the work assignment, staff may be assigned to a shift outside standard work hours. In addition, this position may be required to work additional hours in response to peaks in workload and changes in departmental needs. The standard work environment varies depending on assignment, but is typically either dependent on each position, which is primarily in an office setting, or out in the field. The City does not offer hybrid or remote work.

NOTE: For most positions, the City of Oxnard relies on office automation (Microsoft Office/Google) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work. Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions. Retirement Contributions:
New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.
Safety Designated Positions: New members (as defined by PEPRA), 2.7% @ 57; "Classic" members 3% @ 50. The employee will be required to pay a portion of their annual earnings toward their retirement depending on their relevant MOU. The City of Oxnard does not participate in social security. Vacation/Annual Accrual Rates:
Leave accrual rates vary between 6.24 - 11.78 hours per pay period based on years of service. Administrative Leave:
Management employees are not compensated for overtime worked. However, the department director may authorize up to 40 hours of administrative leave in one year. Deferred Compensation:
The City contributes 1% of employee salary to a 401(a) plan of its choosing.
Retirement Health Savings
The City contributes 1% to a retirement health savings account. Bilingual Pay: A regular full time employee may receive bilingual pay at the rate of $50.00-$100.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.
Health and Dental:
Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below: Level One - For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City's monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee. If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two. Level Two - For employees hired on or after January 1, 2023, the City will contribute $2,054 per month towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will provide $66.80 per month towards dental insurance. The City observes 12 holidays per year Life Insurance:
City employees receive Basic Life Coverage ($7,500) + 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance. Tuition Reimbursement:
Full-time employees are eligible for 100% reimbursement for work-related coursework up to a maximum of $5,000 per fiscal year.

- Conduct residential, multifamily, commercial, and industrial waste assessments, route observations, container inspections, cart tagging, contamination monitoring, and related compliance support activities in field environments throughout the community
- Interact directly with residents, businesses, property managers, and customers to educate and encourage proper recycling, organics diversion, and waste disposal behaviors through proactive outreach and behavior modification strategies
- Support implementation of SB 1383, AB 939, AB 341, AB 1826, and related recycling and organics diversion requirements through field inspections, education, monitoring, and customer follow-up activities
- Respond to customer complaints, service requests, contamination concerns, illegal dumping issues, and recycling-related inquiries in both office and field settings
- Participate in community outreach events, school presentations, neighborhood meetings, workshops, route ride-alongs, and public education campaigns
- Assist with the preparation and distribution of outreach materials, notices, educational content, presentations, social media messaging, and public communications
- Collect, compile, document, and maintain field data, contamination monitoring records, outreach metrics, photographs, inspection documentation, and related reports
- Utilize Microsoft Office, Google, route management software, GIS tools, mobile technology, customer service platforms, databases, and related systems to support field operations and outreach activities
- Work outdoors and in operational environments around solid waste, recycling, organics, containers, collection vehicles, transfer stations, and related facilities as assigned
- Coordinate with Environmental Resources staff, collection operations personnel, residents, businesses, schools, contractors, and community organizations regarding recycling and resource recovery programs
- Provide technical and administrative support to the Resource Recovery Supervisor and assist with special projects, field initiatives, and operational support activities as assigned by the hiring manager

- Bachelor's degree in business administration, finance, accounting or a related field, and two (2) years paraprofessional-level experience comparable to an Administrative Services Coordinator/Support Supervisor or Administrative Services Specialist, Senior with the City of Oxnard in area of assignment.
License/Certificate:
- Possession of, or ability to obtain, a valid class C California driver's license
- Possession of, or ability to obtain within one (1) year of appointment, a certification from the Solid Waste Association of North America (SWANA), California Resource Recovery Association (CRRA), or other related professional organization relevant to recycling, resource recovery, organics diversion, sustainability, or solid waste management

- Must be able to effectively communicate in English, both orally and in writing
