Description of Work

This role serves as the Region 4 Child Welfare Permanency Specialist responsible for monitoring county child welfare programs and providing training and technical assistance across a 14–16 county region. The position delivers ongoing onsite and offsite consultation and coaching to support counties in improving practice and strengthening continuous quality improvement processes.

Work includes reviewing records and analyzing data related to performance measures and other metrics to assess program effectiveness. The role supports counties in maintaining compliance with federal regulations, North Carolina General Statutes, Administrative Rules, and statewide child welfare policies. This position builds collaborative professional relationships with county partners to improve outcomes for children, adults, and families.

Key Duties Include:
– Monitor county child welfare programs to evaluate operational practices and identify areas for improvement.

– Provide structured training and arrange technical assistance to strengthen county program performance.

– Deliver onsite and offsite consultation and coaching to guide counties in implementing continuous quality improvement processes.

– Review county case records to assess compliance with child welfare program requirements.

– Analyze program data, including performance measures and related metrics, to support informed decision‑making.

– Build professional relationships with county child welfare staff to enhance outcomes for children, adults, and families.

– Support counties in complying with federal regulations, state statutes, administrative rules, and established child welfare policies.

– Coordinate consultation and support services across a 14–16 county region to ensure consistent application of child welfare standards.

– Provide technical assistance focused on improving county practice and strengthening program quality.

– Engage in collaborative problem‑solving with county stakeholders to promote effective child welfare service delivery.

Knowledge Skills and Abilities/Management Preferences

Salary Grade Range: $57,983.00 - $101,470.00

Recruitment Range: $57,983.00 - $75,166.00

• Expert proficiency delivering monitoring and technical assistance activities for county child welfare programs, including evaluating program operations and documented practice outcomes.

• Demonstrated experience applying change‑management and implementation strategies to guide counties through continuous quality improvement processes using structured consultation and coaching.

• Strong track record conducting data reviews, including analysis of performance measures and related metrics to support program improvement.

• Advanced skill reviewing county child welfare case records to assess compliance with federal regulations, North Carolina General Statutes, Administrative Rules, and statewide child welfare policies.

• Proven success building professional working relationships with county child welfare staff to strengthen service outcomes for children, adults, and families across a multi‑county region.

About the Child Welfare Services:

Child Welfare Services offers a range of programs aimed at protecting children, strengthening families, and supporting safe, permanent homes. This includes Child Protective Services, Adoption & Foster Care, and Child Placement Services. It also provides community-based supports like Child Protection Teams, independent living for youth transitioning from care, and initiatives under federal acts such as the Family First Prevention Services Act. The division manages licensing, interstate coordination, pregnancy services, safe surrender of newborns, and specialized assistance for substance-affected infants—working closely with local and state agencies to ensure child safety and promote family stability.
