Revenue Tax Specialist (Personal Property)

Responsibilities Perform specialized technical, administrative, and public contact work in the personal property and state income tax section. Assist with the comprehensive personal property assessment program by reviewing and analyzing documentation, schedules, and forms filed. Process state income and estimated tax returns, including balancing, posting, and forwarding payments to the Treasurer’s Office. Prepare statistical reports and respond to inquiries from the general public, attorneys, taxpayers, and other interested parties. Send notification letters and assessment change letters to taxpayers regarding assessment changes. Maintain accurate data entry, updates, and sorting of records. Assist with scanning and conduct quality assurance checks for the office document imaging system. Research records from the Department of Motor Vehicles, Treasurer’s vehicle registration files, Virginia Department of Taxation, Code of Virginia, General Assembly actions, and other sources. Prepare and mail annual filing forms to mobile home parks, marinas, and storage facilities, ensuring proper registration and taxation. Process and evaluate mobile home tax relief applications for the elderly and disabled, analyze results, and post approved credits. Compose correspondence, memos, and reports that require knowledge of state codes and County ordinances. Update the personal property database and Avenity database with new information from taxpayers. Create and process tangible personal property registrations, determine applicable vehicle license fees, issue registrations and business license applications, and resolve discrepancies. Complete weekly DMV adds and deletes, process bulk abatements, and generate supplemental assessments as needed. Collaborate with other localities to reconcile tax issues and forward necessary information for assessment purposes. Perform quality assurance checks on imaged documents to ensure legibility and recoverability. Archive reports in accordance with state library retention requirements. Research returned mail, re‑mail to new addresses, and forward or adjust as required. Qualifications High school diploma or equivalent with three (3) years of related experience. General knowledge of County ordinances, state/local statutes, and federal income tax law. Strong record‑keeping skills using modern office procedures and equipment. Knowledge of legal terminology related to property assessment and state income tax. Proficiency in basic math: addition, subtraction, multiplication, division, percentages, and fractions. Excellent written and oral communication skills, with tact and courtesy when interacting with the public. Computer skills: Microsoft Word, Excel, and AS‑400 (helpful). Physical Requirements Must be physically able to operate office equipment such as printers, copiers, and calculators. Work is primarily sedentary with some standing, walking, bending, and stooping.
