Position Overview The Department of Health is hiring a Project Manager to plan and lead project activities, coordinate with stakeholders, develop project management plans, and manage schedules. The role requires overseeing project teams, supervising staff, and ensuring adherence to PMO standards. Key Responsibilities Plan and lead meetings with project participants, sponsors, and other internal or external stakeholders. Develop project management plans (communication, risk, issue, decision logs, etc.) in accordance with PMO standards. Create and maintain project schedules, including deliverables, milestones, and tasks using scheduling software. Supervise and guide other PM staff in preparing necessary deliverables for non‑MAGI projects. Collaborate with a multi‑year project team that includes vendors addressing legacy system sunsetting. Travel throughout New York State as required, including overnight stays in areas not served by public transportation. Qualifications Minimum Qualifications Department of Health employee with at least one year of permanent or contingent‑permanent competitive service as a Project Manager 2 (G‑23). OR a NYS employee with at least one year of permanent or contingent‑permanent competitive service in a title at Grade 21 or above, eligible for transfer to Project Manager 2 under Section 52.6 of the Civil Service Law. Competitive Minimum Qualifications (Project Manager 2): One year of permanent or contingent‑permanent competitive service as a Project Manager 1. Non‑Competitive Minimum Qualifications via HELPS Seven (7) years of project‑management experience, including planning and at least three of the following process groups: origination, initiating, executing, controlling, closing. Experience developing scope statements, schedules, budgets, quality plans, risk plans, and communication plans. Educational equivalency options: associate degree ⇨ 2 years of experience; bachelor’s degree ⇨ 4 years; master’s degree ⇨ 5 years; J.D. ⇨ 6 years; Ph.D. ⇨ 7 years. Preferred Qualifications Project Management Professional (PMP) or Scrum Alliance Certified Scrum Master (CSM) certification. Bachelor’s degree in Management or Business. Minimum 3 years of leading project teams. Demonstrated experience in both Waterfall and Agile methodologies. Experience developing detailed Project Management Plans covering planning, execution, monitoring, control, and closure. Experience managing multiple projects simultaneously to successful completion. Strong facilitation skills to surface essential information and negotiate priorities among teams, consultants, and contractors. Strong written and verbal communication skills for conveying complex information to sponsors, managers, and technical staff. Ability to manage multiple priorities. Benefits Holiday & Paid Time Off.
