Blasting Inspector II

Responsibilities In the Division of Mine Reclamation and Enforcement as a Blasting Inspector II, you will serve as a regulator of blasting within Floyd County for coal and non‑coal mining (limestone, dolomite, sand, gravel, clay, fluorspar, tar sands, rock asphalt, shale) and construction, demolition, and industrial blasting. Perform professional level inspections of blasting operations to ensure explosives are stored and used in accordance with local, state, and federal regulations. Conduct investigations of public complaints, accidents and other incidents involving explosives. Generate and maintain a report of findings, issue citations and conduct follow‑up investigations. Instruct blasters in the use of explosives and compliance with laws and regulations pertaining to their use. Develop and deliver blaster retraining courses and administer Blaster License and Blaster Certification exams. Review information contained in applications to purchase and receive explosives, provide technical assistance to industry and local government officials. Conduct inspections of explosives manufacturing and storage sites to ensure compliance with local, state, and federal regulations. Attend hearings, meetings and other proceedings. Perform light maintenance on equipment and perform other duties as assigned. Desired Qualifications Communication and organizational skills. Attention to detail. Time management. Teamwork. Initiative. Ability to work under pressure. Decision making skills. Minimum Requirements Education: Graduate of a college or university with a bachelor's degree in a natural or physical science. Experience, Training, or Skills: Must have two years of explosives and blasting experience and/or experience in the inspection of blasting operations. Substitute Education for Experience: NONE Substitute Experience for Education: Experience in explosives and blasting, electronics, natural resources, environmental control or a related area will substitute for the required education on a year-for-year basis. Special Requirements (Age, Licensure, Regulation, etc.): Must possess a valid driver’s license prior to employment. Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this classification. Work Conditions Incumbents typically perform their work in the field conducting inspections and investigations. The position may require frequent travel and responses to complaints from operators, landowners, or citizens. May be subjected to hazards common to blasting zones, coal mines, construction sites, and quarries such as dust, chemicals, gases, rough terrain driving, explosives, and poison ivy, requiring adherence to safety procedures. Probationary Period This job has an initial and promotional probationary period of six months, except as provided in KRS 18A.111.
