SDOT's Transit & Mobility Division has a new Transportation Options Program Manager (Strategic Advisor 2) position, and we are seeking a high-performing leader to help shape the future of travel in Seattle. This division enhances transportation options and manages limited parking to support business access, sustainability, and economic development through initiatives such as transit planning, shared mobility services, and active streets.
The Transportation Options Program Manager will lead a dedicated team of transportation planning professionals who are focused on achieving SDOT's climate goals. This role emphasizes regulatory initiatives, innovative behavior-change campaigns, policy review and analysis, and the promotion of sustainable alternatives to driving alone, including transit, vanpooling, ridesharing, biking, scooting, and walking.
As the lead program manager, you will guide the implementation of SDOT's Transportation Demand Management (TDM) Program 5-Year Strategic Plan, which aligns with the Seattle Transportation Plan and the Transportation Equity Framework. You will serve as a key strategic advisor to SDOT leadership, shaping long-term mobility policy, influencing resource strategies, and guiding Citywide approaches to demand management. You will lead a high-performing team to strengthen existing programs, develop new ones, secure grant funding, act as an authoritative representative for SDOT in cross-departmental and regional initiatives, and coordinate efforts with regional partners to support Seattle's transportation goals. This position reports to the Mobility Solution Manager.

Job Responsibilities
In this role you will be:
- Leading and developing a high-performing team while serving as a key advisor on Citywide TDM and mobility strategy.
- Directing the implementation of the TDM 5-Year Strategic Plan and influencing long-term policy and program direction.
- Establishing performance measurements and reporting that guide strategic decisions and resource planning.
- Overseeing core programs-CTR, TMPs, and public messaging/incentives-ensuring equitable delivery and compliance with City regulations.
- Representing the department authoritatively in cross-departmental and interagency policy discussions on mode shift and mobility.
- Coordinating with City and regional partners on major construction and event-related mobility challenges.
- Overseeing budgeting, grants, contracts, and strategic funding approaches to sustain long-term TDM program delivery.
- Supporting department goals in promoting diversity and social justice.
Minimum Qualifications:
Education:
- Bachelor's degree in urban planning, public administration, transportation, environmental studies, or a related field.
- Five (5) years of experience in transportation planning, transportation demand management, mobility programs, or related policy or program work.
Though not requirements, strong candidates will have some of the following experience or are able to describe comparable experience:
- Graduate degree in Transportation Planning, Urban Planning, Public Policy, Environmental Policy, Public Administration, or a related field.
- Experience in transportation demand management, mobility management, behavior change programming, or transportation policy development within a government or large organizational setting.
- Experience advising department leadership or elected officials on strategic mobility, policy, or resource allocation decisions.
- Experience leading multi-agency or cross-departmental efforts with partners such as WSDOT, King County Metro, Sound Transit, or Commute Seattle.
- Experience managing City, State, or Federal grants-including budgeting, compliance, and performance reporting (e.g., CMAQ or similar funding).
- Experience developing or implementing transportation-related regulatory programs such as Commute Trip Reduction (CTR), Transportation Management Programs (TMPs), or commuter benefits requirements.
- Experience supervising a team of professional staff, including workload planning and performance management.
- Demonstrated success delivering transportation programs that advance equity, reduce emissions, or expand mobility options for underserved communities.
Work Environment:
- Work is typically performed in an office environment. SDOT currently expects a minimum of 3 days on in-person work at our offices. Managers are required to attend other in-person meetings as needed throughout the week, as well as periodically attend events outside of typical work hours.
