The South Dakota Department of Health (SD DOH) is developing a publicly accessible, cloud-based Rural Health Data Atlas. This platform will consolidate health data from South Dakota health agencies and public sources into a centralized Azure cloud-based environment featuring maps, charts, tables, and point-and-click analysis.

Job Summary

Lead the complete Year 1 delivery of the South Dakota Rural Health Data Atlas and serve as My3Tech s primary day-to-day interface with SD DOH and BIT. This role owns integrated planning, schedule, resources, deliverables, RAID, change control, testing/UAT coordination, cutover, transition, IBM coordination, and State reporting through MVP launch and Year 1 operations.

Key Responsibilities

• Plan, organize and execute all activities required to meet project scope, milestones and acceptance criteria.
• Develop and maintain the Project Management Plan, integrated schedule, communications plan, RAID log, change-control process and deliverable tracker.
• Coordinate My3Tech, IBM, SD DOH, BIT, data owners, stakeholders and UAT participants.
• Lead kickoff, weekly status, steering, design/readiness reviews and executive escalations.
• Manage resources, dependencies, decision dates, recovery actions and budget alignment.
• Own requirements/acceptance traceability at the project level and ensure deliverables are submitted on time.
• Coordinate System Integration Testing, UAT, training, cutover, production readiness, hypercare and operational transition.
• Manage subcontractor work assignments and ensure IBM inputs remain aligned to My3Tech s overall schedule and deliverables.
• Recommend corrective actions or changes affecting scope, schedule, resources, deliverables or budget.
• Maintain complete project records and acceptance evidence for State review.

Required Qualifications

• Must be a direct employee of My3Tech.
• 8+ years of IT project/program management experience, including at least 3 years leading public-sector, healthcare, data/analytics, or cloud implementation projects.
• Demonstrated experience managing compressed schedules with multiple concurrent workstreams and external dependencies.
• Hands-on experience with project plans, integrated schedules, RAID, requirements traceability, change control, UAT, training, cutover and transition.
• Strong stakeholder-management skills with agency executives, technical teams, security teams and vendors/subcontractors.
• Experience delivering Microsoft Azure, data platform, analytics, or enterprise web initiatives is strongly preferred.
• Ability to work in the U.S., travel to South Dakota as needed, and complete required background/security processes.

Preferred Qualifications

• PMP or comparable project/program-management certification.
• South Dakota State government and/or BIT experience.
• Healthcare, Medicaid, public health or health-data platform experience.
• Experience with Azure DevOps, MS Project, Jira or equivalent planning/traceability tools.
• Experience managing fixed-date MVP/go-live programs and post-launch operations.
