Your impact We’re seeking a Senior Construction Contract Administration Lead to be based in Dallas, TX, responsible for leading construction contract administration services, managing project-related risks, and supporting project, business, and technical functions throughout construction. As a member of our CCA team, you will lead Construction Administration projects consisting of multi-discipline teams of engineers and architects from client bid support through construction to beneficial occupancy and project closeout. You will primarily support federal projects for the United States Department of Defense (DoD) clients, Federal Civilian type contracts, and various Defense Contractors with Design-Bid-Build and Design-Build delivery methods. The successful candidate will lead projects virtually with some field presence as required by project and client needs.The ideal candidate is a self-directed construction professional with demonstrated experience administering complex construction contracts, building productive relationships with clients and contractors, identifying project risks, resolving issues proactively, and exercising sound professional judgment by delivering cost-effective and value-added decisions with limited supervision. Experience supporting federal projects for DoD clients, Federal Civilian, U.S. Army Corps of Engineers (USACE), the Naval Facilities Engineering Systems Command (NAVFAC), the Air Force Civil Engineer Center (AFCEC), National Park Service (NPS), and various Defense Contractors is strongly preferred.This position follows a hybrid work model. Employees are required to work from their assigned Jacobs office, client site, or project site a minimum of two days per week (40% of scheduled work time) when not assigned to project site activities. Responsibilities include:Serve as the lead CCA representative for assigned projects, managing multiple project assignments simultaneously while effectively collaborating with clients, contractors, design teams, and internal stakeholders.Demonstrate a strong understanding of construction-related activities, including document control, sequencing of work, and construction execution, as well as building systems and architectural/engineering disciplines. Effectively communicate and collaborate with diverse project stakeholders, clients, contractors, and design professionals.Identify, evaluate, and communicate emerging contractual, schedule, cost, quality, and constructability risks throughout the construction phase of project delivery.Evaluate project impacts arising from RFIs, submittals, differing site conditions, contractor requests, delays, and change proposals. Support claims avoidance strategies through proactive issue resolution and documentation. Assist project teams and clients in mitigating risks before escalation into disputes, claims, or schedule impacts , and maintain documentation necessary to support project decisions and defend contract interpretations.Review, interpret, and apply construction drawings, Division 01 specifications, General Conditions, Supplemental Conditions, technical specifications, agreements, and other contract documents in support of construction-phase decision making and contract administration activities.Establish and maintain project-specific document control procedures, records management systems, and Construction Information System (CIS) to ensure accurate, complete, and auditable project documentation.Manage the processing and tracking of RFIs, submittals, shop drawings, product data, samples, project correspondence, and other contractual documentation. Monitor review timelines, coordinate stakeholder input, and maintain project logs to support timely decision-making and compliance with contractual requirements.Coordinate and lead project related team meetings and discussions.Coordinate with the Regional Quality Control Manager and assist in technical document quality control and constructability reviews during the design process.Understand relationships, roles, and responsibilities of the project team related to subcontracts and subcontractors.When requested, support the Jacobs Project Manager with the development of CCA Services, proposal fees, and scope definition in preparation to lead these services later during construction.Successfully manage/support multiple construction projects simultaneously within Construction Administration budgets and in accordance with the contracted scope.Serve as the primary point of contact with the Client's Construction Manager while building and maintaining productive relationships with Design Managers, End Users, General Contractors, and other project stakeholders throughout construction phase activities.Facilitate the creation of communication plans, ensuring that appropriate information is exchanged among key stakeholders during construction.Provide guidance on contract administration policies and procedures.Confer with project team to discuss and resolve project issues.Review, coordinate, and address project related correspondence by the client, design team and/or contractor as applicable to the project requirements set forth by the scope of work (SOW)/Contract.Ensure construction activities remain aligned with approved contract requirements and design intent. Work closely with the A-E project team ensuring the implementation of design intent of the final approved contract documents during construction.Evaluate contractor claims, Requests for Equitable Adjustment (REA), schedule impacts, and proposed changes for contractual merit, entitlement, and risk exposure while supporting the client and project team in claims avoidance and resolution efforts.Coordinate Site/Base access and security requirements. Assist/develop the Punch List (i.e. Substantial Completion List of Correction Items list) completion observation with determination list of potential deficiencies per field reviews in conjunction with the design team representatives.Attend the General Contractors weekly or bi-weekly OAC Quality Assurance construction progress meetings with the Client and other participants via virtual and/or on-site attendance.Make periodic visits to the site performing Field Consultations During Construction (FCDC) and generate field observation reports as to the progress, compliance, observed concerns, and quality of work.Provide leadership and mentoring to project teams and junior construction administration staff. Here's what you'll need Bachelor's degree in Construction Management, Architecture, Engineering, or related discipline and 8+ years of construction contract administration, construction management, resident engineering, owner's representative, or related experience; or 12+ years of demonstrated construction contract administration experience in lieu of a degree.One or more relevant professional certifications preferred, including CDT, CCCA, CCM, CCQM, CQM-C, PMP, DBIA, PE, or RA.Strong understanding of multi-discipline construction contract administration processes, including RFIs, submittals, change management, contractor correspondence, project documentation, and construction-phase coordination.In-depth understanding of construction contract documents, including drawings, specifications, Division 01 requirements, General Conditions, Supplemental Conditions, and construction contract administration procedures.Proficiency with Construction Information Systems (CIS), Microsoft Office Suite, Bluebeam, and related construction administration technologies.Demonstrated experience serving in a client-facing construction contract administration, construction management, resident engineering, or owner's representative role leading multi-discipline project teams.United States Citizenship.#LI-IR1Our health and welfare benefits are designed to invest in you, and in the things you care about.
