This position is pending budget approval as part of the State's Fiscal Year 2026/2027 and will only be hired on or after July 1, 2026, if the budget for this position is approved.
The reporting location for this position is California Natural Resources Agency Building located at 715 P Street, Sacramento, CA 95814. Under general direction of the Chief Information Officer, the incumbent will lead and manage the Information Security Unit. The responsibilities include developing, implementing, and maintaining a comprehensive information security program, including policies, standards, procedures, and guidelines to protect the organization's information assets. Establishes and oversees a security program aligned with industry best practices and applicable regulatory requirements. Serves as the single point of contact for all security-related matters, including reporting and providing executive-level summaries. Collaborates with internal divisions and external partners, such as MS-ISAC, CDT, Cal OES, CISA, and agency, to ensure the confidentiality, integrity, and availability of the organization's information assets. Effective July 1, 2025, The California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.
This position is headquartered in Sacramento and may be eligible for a hybrid telework schedule for applicants residing in California, in accordance with Government Code Section 14200 and the Department's current telework policy. A hybrid schedule typically includes working remotely and physically reporting to the office a minimum of two days per week; however, the specific number of in-office days and the overall telework schedule are subject to change at the sole discretion of the Department based on operational needs, policy changes, or direction from State leadership. Employees may be required to report to their designated work location with minimal notice. Telework does not alter the terms and conditions of employment, essential job functions, or compliance with departmental policies .
- Energy Safety will utilize a Hybrid Remote/In-person approach enabling staff to telework, when approved by management.
- Energy Safety will use shared workspaces for most staff (hoteling stations) when required to work in the office.
- Incumbent may be required to travel, including overnight stays, and on occasion be required to work unusual hours. May be asked to work irregular hours, nights, and/or weekends to meet the Department's business needs.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Bachelor's or master's degree in computer science, Information Systems, or related field.
- 5+ years of progressively responsible experience in information security, with at least 3 years in a leadership or managerial role.
- Current and verifiable certification for CISSP, CISM, CISA, or CRISC are required.
- Hands on Experience with Security Infrastructure, IDAM, SIEM, network security and incident response.
- Strong knowledge of applicable state and federal regulations, industry standards NIST, ISO 27001, CIS Controls), SIMM, and privacy requirements.
- Expertise in security architecture, technology recovery, policy governance, and oversight of external agreements and partners.
- Excellent interpersonal, analytical, and communication skills; ability to lead multi-disciplinary teams and influence stakeholders across the enterprise.
- Ability to adjust to changing priorities and quickly respond to urgent matters.
- Ability to collaborate in a team environment while keeping an Enterprise perspective and demonstrating initiative, ownership, accountability, and independence.
- Experience in developing and delivering security awareness programs and fostering a security-conscious culture.
