Overview:
The CDC Foundation is seeking an Epidemiologist to support the New York State Department of Health. Under the direction of the New York State Department of Health, Office of Hepatitis Health Care and Epidemiology, contracted staff will perform public health disease surveillance, epidemiologic, and other data-related activities in support of the Hepatitis B and C Surveillance Program and the New York State Hepatitis C Elimination Plan.
Required Qualifications:
- A bachelor's degree with a minimum of nine (9) semester hours of mathematics or statistics; and a minimum of two (2) years of research, evaluation, or epidemiologic experience OR an associate's degree in a related field; and a minimum of five (5) years of research, evaluation, or epidemiologic experience OR a master's degree in public health or a related field and a minimum of one (1) year of research, evaluation or epidemiologic experience.
- Exceptional writing skills, with the ability to clearly and thoroughly present quantitative and qualitative review findings to interested parties with varying technical backgrounds.
- Excellent communication skills; in particular, able to provide technical assistance to internal and external parties.
- Strong analytical skills, with the ability to gather and analyze information from various sources.
- Strong computer skills and a willingness to learn new programs. Preferred experience with SAS, SQL Programming, relational databases, Excel, Tableau, PowerPoint, DataFlux and other statistical software.
- The ability to work independently, as well as in a team environment.
- Ability to travel within New York State.
Preferred Qualifications:
- Experience working with communicable disease, including viral hepatitis, population data, preferred but not necessary.
- Experience providing virtual one-on-one training or to a group, preferred but not necessary.
Responsibilities:
- Utilize surveillance data systems for programmatic and epidemiologic purposes consistent with hepatitis B and C surveillance activities.
- Participate in data-driven activities designed to improve the quality of the hepatitis B and C surveillance data.
- Run existing SAS and DataFlux programs to: identify and correct data quality issues; monitor laboratory testing and reporting; identify infants with perinatal exposure to hepatitis C; aggregate data for analytic purposes.
- Update existing SAS programs and write new SAS programs as needed.
- Review and interpret reported laboratory results in order to classify cases and identify when results are not reported or processed correctly.
- Track identified laboratory testing and reporting issues and coordinate the provision of technical assistance to laboratories to ensure appropriate resolution.
- Analyze surveillance data and develop data visualizations (tables, graphs, maps, slides) to characterize epidemiologic trends.
- Assist with the development of the New York State Annual Hepatitis B and C Epidemiology and Surveillance Report and related data products.
- Provide in-service training and guidance to local health department and Regional Office staff on hepatitis B and C surveillance activities including, but not limited to: case classification; investigation of cases; laboratory result interpretation; and use of surveillance data systems.
- Conduct medical record reviews to identify demographic characteristics, risk factors, pregnancy status, and/or other factors of relevance for epidemiologic investigations.
- Assist in the review, update, and revision of Hepatitis Surveillance guidelines; outbreak detection and response plans; and laboratory reporting guidelines.
- Assist with activities related to implementing and tracking of the New York State Hepatitis C Elimination Plan.
- Other activities as may be deemed necessary in response to the changing needs of the AIDS Institute.

This role is involved in a dynamic public health program. As such, roles and responsibilities are subject to change as situations evolve. Roles and responsibilities listed above may be expanded upon or updated to match priorities and needs, once written approval is received by both the CDC Foundation and New York State Department of Health in order to best support the New York State Department of Health in their public health programming.
This position is currently a hybrid position. CDC Foundation retains the right to make adjustments to this as required.
