About the Role: The Compliance Specialist supports Affordable Housing Solutions by ensuring properties remain fully compliant with Low-Income Housing Tax Credit (LIHTC) and other applicable regulatory requirements. This position requires an experienced affordable housing professional with at least five years of experience conducting resident file reviews for new move-ins and recertifications across a multi-site portfolio. Industry certifications in LIHTC compliance are highly desirable. Responsibilities: LIHTC File Review and Analysis · Review applicant and resident files to ensure compliance with LIHTC income and eligibility requirements. · Verify the accuracy and completeness of certifications, recertifications, income calculations, asset documentation, student status, and household composition. · Identify compliance risks, discrepancies, and potential noncompliance issues. · Complete reviews within required timeframes and escalate issues when necessary. LURA and Regulatory Analysis · Review and analyze Land Use Restriction Agreements (LURAs) to understand property-specific affordability requirements, set-asides, income limits, rent restrictions, and compliance periods. · Apply LURA requirements consistently during file reviews and ongoing compliance monitoring. · Assist internal teams with interpreting LURA provisions and identifying potential compliance risks. · Support adherence to other applicable regulatory agreements and affordable housing requirements. Compliance Monitoring · Monitor ongoing compliance with LIHTC requirements, including income limits, rent limits, and utility allowances. · Support preparation for state housing agency reviews, audits, and monitoring visits. · Assist with internal compliance reviews and quality-control efforts. · Help identify and address compliance concerns before they result in findings or other regulatory issues. Communication and Technical Support · Serve as a compliance resource for site staff by responding to LIHTC-related questions. · Provide clear, written feedback regarding file deficiencies and required corrective actions. · Communicate compliance requirements in a practical, supportive, and solutions-oriented manner. · Follow up with team members to ensure identified issues are resolved and properly documented. Documentation and Reporting · Maintain accurate records of file reviews, findings, corrective actions, and resolutions. · Support compliance tracking, reporting, and documentation standards. · Contribute to process improvements and the development of compliance best practices. · Help maintain consistent compliance standards across the organization's affordable housing portfolio. Qualifications: · 5+ years of experience required in LIHTC compliance, including household file review and certification auditing. · Strong working knowledge of LIHTC program requirements and affordability restrictions. · Experience interpreting and applying LURAs and other regulatory agreements. · High attention to detail with strong time-management and organizational skills. · Ability to work independently while collaborating effectively with property management and other team members. · Strong written and verbal communication skills. · Demonstrated flexibility, follow-through, and sense of urgency when addressing compliance issues. · LIHTC or other relevant affordable housing compliance certifications are highly desirable. · Commitment to the mission and community-focused work of a nonprofit affordable housing organization.
